A Message From The Supervisor:
I am writing to share important information that I want to make sure every resident in District 11 is aware of regarding our City-led measures to prevent the spread of novel coronavirus ("COVID-19") in the City and County of San Francisco, please feel free to share this information with others.This email contains the latest information as of today (Monday, March 16, 2020) for parents who are concerned about childcare and food, food banks, and also for our small mom-and-pop shops who are experiencing a sharp decline in their day-to-day business as well as workers who are (understandably so) concerned about loss wages, employment, health care, etc.
We will get through this, but to do so everyone must have the latest information to debunk any misinformation or rumors and also be willing to step-up as a community, I know that San Franciscans will continue to rise to the occasion. Thank you.

Effective Immediately: Shelter In Place Due to Coronavirus 19 ("COVID-19")

Mayor London Breed announces Health Order mandating all San Franciscans "stay at home" (i.e., "shelter in place"), except for essential needs, until April 7, 2020 in an effort to slow the spread of Coronavirus ("COVID-19") in our community:
What: On Monday, March 16, 2020, Mayor London N. Breed announced her latest Health Order requiring that all San Franciscans remain in place, except for essential needs, to slow the spread of novel coronavirus (COVID-19) in our community.
Where: The Order becomes effective as of midnight, Tuesday, March 17, 2020 and will be in place/effective until April 7, 2020 (unless it is extended).
Who: This Health Order to remain at home does not apply to Essential Businesses and Essential Government Functions.
Who is exempted (i.e., individuals who may leave their home):
1) Operate an Essential Business, which includes:
• Healthcare operations, including home health workers;
• Essential Infrastructure, including construction of housing and operation of public transportation and utilities;
• Grocery stores, farmers’ markets, food banks, convenience stores;
• Businesses that provide necessities of life for economically disadvantaged individuals and shelter facilities;
• Pharmacies, health care supply stores, and health care facilities;
• Gas stations and auto repair facilities;
• Banks;
• Garbage collection;
• Hardware stores, plumbers, electricians, and other service providers necessary to maintain the safety, sanitation, and essential operation of residences and other essential businesses;
• Educational institutions, for the purposes of facilitating distance learning;
• Laundromats, dry cleaners, and laundry service providers;
• Businesses that ship or deliver groceries, food, and goods directly to residences;
• Childcare facilities providing services that enable essential employees to go to work;
• Roles required for any Essential Business to “maintain basic operations,” which include security, payroll, and similar activities.
2) Perform an Essential Government Function:
• This includes all services needed to ensure the continuing operation of the government agencies and provide for the health, safety and welfare of the public.
Final Message:
The San Francisco Police Department ("S.F.P.D.") announced that failure to comply with the Health Order is a misdemeanor offense, however Police Chief William Scott noted that police officers will use "compassion" when dealing with people who are out in public and arrest is a "last resort". In short, the goal is not to criminalize a public health matter but please know that everyone is encouraged to follow the order.

PUBLIC SCHOOL-RELATED MATTERS (MEALS, CHILDCARE, FOODBANKS)

San Francisco Unified School District ("SFUSD"):
Public Schools Closed:
Currently, ALL public schools in San Francisco are closed and will remain closed until April 3, 2020 (unless the closure is extended). However, in an effort to ensure that no kids go hungry, the SFUSD announced a list of locations where families can drop-in at designated locations and specified times to receive a free breakfast and lunch everyday.
Locations for Free Breakfast and Lunch:
Beginning March 17, 2020, there will be 8 locations around the city, and beginning (Wednesday) March 18, 2020 SFUSD will announce an additional 8 locations.

SFUSD and Free Internet Connection at Home for Students Who Don't Have It:
Representatives from the San Francisco Unified School District ("SFUSD") contacted our office letting us know that kids who currently lack internet at home can apply to have a free connection installed at their home for 60 days free of cost. After 60 days, a special rate of $9.95 a month will have to be paid for those who are low-income students.

LCITY ASSISTANCE FOR SMALL BUSINESS OWNERS AND WORKERS IN SAN FRANCISCO NEGATIVELY IMPACTED BY COVID-19

Options to Help Mom-and-Pop Shops and Workers Negatively Impacted by the COVID-19 in San Francisco:
Small Business Owners:
On March 11, 2020, Mayor Breed announced the implementation of measures to support small businesses in San Francisco that are experiencing a sharp decrease in business as a result of the coronavirus ("COVID-19"). Extension of Paid Sick Leave -- Workers and Families First Program:
The City will contribute up-to 40 hours of additional paid sick leave time to employees beyond what is currently required through the Workers and Families Program (the "Program"). This Program provides financial assistance to businesses and nonprofits and may support over 16,000 additional weeks of sick leave coverage and coverage for up-to 25,000 San Francisco employees. All San Francisco businesses are eligible.

Eviction Moratorium:
On March 13, 2020, Mayor London Breed issued a City moratorium on housing evictions effective immediately as of this past Friday and as a response to the novel coronavirus pandemic ("COVID-19"). The moratorium will prevent any resident from being evicted due to a loss of income related to a COVID-19 business closure, layoffs, out-of-pocket medical costs, or loss of wages. The order will last for 30 days and may be extended, if you or anyone you know is being harassed by a landlord please don't hesitate to contact us so that we can immediately assist.
San Francisco Suspends Water and Electricity/Power Shutoff and Will Waive Penalties for Delinquent Bills for the Next Two Months:
On March 14, 2020, in an effort to assist residents who are negatively impacted by COVID-19 (loss of hours, wages, or employment), Mayor London Breed announced that for the next two months the San Francisco Public Utilities Commission ("SFPUC") will suspend shut-off of power and water service for non-payment of water and sewer bills and will also be waiving late payment penalties for residents and SFPUC Hetch Hetchy power customers in San Francisco. |
