The City budget is one of the most important pieces of legislation that the Board of Supervisors work on — it is a statement of our values. What we choose to spend money on reflects what we value as a city and as policy makers. Despite our small size, San Francisco has a $13+ Billion budget, which is larger than many state budgets and even some countries.
On June 1, the Mayor will release her proposed budget for the fiscal year of July 2021 - June 2022. I wanted to take this opportunity to help shed light on the complex and complicated process we take each year to finalize the City’s budget. Apply for Rent Relief!
Have you been unable to pay rent during the COVID-19 pandemic? You can now apply for back rent and forward rent relief from the state and local government.
For rent help between April 2020 and March 2021, apply for the State program at housingiskey.com. The State's program provides up to 12 months of assistance.
For rent help for April 2021 and after, you can apply starting TODAY, May 28, for San Francisco's program. Our program provides up to 6 months of rent assistance.

You can also get free help with your application from a community partner organization, which you can find at sfadc.org or by calling 311.

Richmond District COVID-19 Vaccination
The Richmond Neighborhood Center and Department of Public Health have partnered with our office to host a free pop up vaccine site in the district! SF residents 18 and older can make an appointment or drop in to get the Johnson & Johnson or second dose Moderna vaccine at this one-day event.
The pop up vaccination site will be at the Richmond Neighborhood Center (741 30th Ave) on Friday, June 4, 2021 between 9 am - 4:30 pm. For more information click here.

Vaccine Center at USF Koret Center
The USF Koret Center is now offering vaccines to the general public, everyone 16 and older.
The clinic is located at 2975 Turk Blvd, at the corner of Stanyan Street, and parking is available for free at the corner of Turk Boulevard and Parker Avenue. For more information and to make an appointment visit kp.org/covidvaccine.
Clinic hours are 9 am - noon and 1 pm - 4 pm, Monday - Friday.
Walk-ins are welcome from 10 am - noon and 1 pm - 4 pm, Monday – Friday.
Patients do not need to be a Kaiser Permanente member to get vaccinated.

Landmarking Lincoln Park

This past April I announced my intent to designate Lincoln Park as a landmark, as it was once a large burial ground known as City Cemetery.
From 1870 until the early 1900s, City Cemetery was used as a burial ground for fraternal, veteran, Chinese, Japanese, French, Greek, Scandinavian, Italian, and Jewish associations. Although transformed into a park and golf course in the early 20th century, an estimated 10,000 bodies still rest beneath the turf, and two prominent cemetery monuments still stand in two fairways.
As a City elected leader, this is a deeply personal moment for me to have the privilege of honoring the history and sacrifice of generations of Chinese immigrants before my own arrival as a first-generation immigrant. As we walk on the grounds of Lincoln Park, it is my hope that this landmark designation will help us remember the blood and tears our Chinese immigrants shed as part of the power that has built San Francisco into the great city it is today.
The Kong Chow Funerary Chapel stands tall to this day as a symbolic intersection of past Chinese and San Franciscan culture and history worthy of landmark designation.

Golden Gate Park Senior Center Renovation Update
While the Golden Gate Park Senior Center is not yet open for programming, the Recreation and Park Department has been renovating the center. Last week, the auditorium floors were finished and we can't wait until we can host indoor gatherings here once it's safe!
Transit Update: Golden Gate Park Working Group Report
In response to the COVID-19 pandemic, certain roads including JFK Drive and MLK Drive have been closed to cars to allow people to walk and bike while social distancing. The SF County Transportation Authority (SFCTA) convened a working group in collaboration with the Recreation and Parks Department and SFMTA to review access needs for Golden Gate Park.
The 17-member working group consisted of residents, businesses, and public and community organizations to identify ways to improve travel to, from, and within Golden Gate Park. The goal of this effort was to build consensus around shared values and needs which will inform subsequent park access planning as well as the long-term operations of JFK Drive.
Over the course of four working group meetings, the group identified nine access needs, including access for people with disabilities, clear wayfinding signage, improved operations for the park shuttle, safe access from adjacent neighborhoods, safe and efficient transit to the park, and more. The report also developed an Action Framework which identified short- and long-term actions necessary to support improved access and experience for all in Golden Gate Park.
In coming months, the Recreation and Parks Department and SFMTA will build on the working group findings to lead a design process to evaluate future options for JFK Drive and improve park access. This process will include additional public outreach.
Great Highway: Rec Park & SFMTA Joint Hearing on June 10
Tune in on Thursday, June 10 at 1 pm for a special joint hearing with the SF Recreation and Park Commission and the SFMTA Board to discuss the future of the Great Highway.
Since April 2020, the Great Highway coastal promenade has been closed to car traffic as a way to provide socially distant recreation during the COVID-19 pandemic. The closure has also impacted traffic patterns in the area. At this joint hearing, Commissioners and Board members will discuss the D4 Mobility survey and study findings from the SFCTA, consider public feedback and develop elements of a pilot project before recommending next steps for the future of the Great Highway.

Traffic Signal Upgrades Completed Along Arguello Boulevard
Existing traffic signal infrastructure along Arguello Boulevard was in need of upgrades, and thanks to the SFCTA and SFMTA, the Arguello Safety Project was able to upgrade traffic signals on the corridor. Arguello is a part of the VIsion Zero High Injury Network. The project also installed new poles, wiring, and improved street lighting. These upgrades will benefit all road users by improving safety and providing better visibility.
Have you read the great article in the Examiner about Home Match? Home Match is a program that pairs seniors who have extra space with people looking for affordable housing.
The story documents how Home Match helped stabilize the housing of Pierce (an 81 year old, long-term SF resident) and Ed (a 27 year old who has previously experienced homelessness in SF). As Ed states, “Living with Pierce is much more than a secure living situation. It’s improved my quality of life.” Pierce and Ed are just two of the more than 110 individuals whose housing has been stabilized by Home Match in SF since 2017 including at least 20 in District 1!

Emergency Broadband Program Announcements
The Federal Communications Commission (FCC) recently announced its Emergency Broadband Program (EBB) which will provide subsidies for monthly broadband service, device purchases, and more to eligible households.
Program enrollment began last month, and funds will be allocated on a first come, first served, basis. Verizon, AT&T, and Comcast are among the providers that will provide subsidies. For a complete list of participating providers see here.

This is the second dry year in a row for California. We know San Franciscans use water wisely and we thank you for your commitment to conservation. We must continue to do what we can to make the most of our water supplies in case this dry trend continues.
