Today I write you with the latest updates about the City’s response to COVID-19. Please share this information widely.

Please remember that by doing our part to stay at home and keep our distance from others when we go out for essentials, we can save lives. My office is working harder than ever to support our constituents and share critical information as it unfolds. 

Information and Outreach

Here are the best ways to stay up to date on the City’s current information and guidance:
  • Sign up for text alerts by texting COVID19SF to phone number 888-777
  • Visit sf.gov/coronavirus for one-stop City resources and information, including how to get tested in San Francisco.
  • Visit sf.gov/stay-home-except-essential-needs for FAQs on the Shelter in Place order. These are updated daily as clarifications become available. 
  • Visit www.sfdph.org for up-to-date information on the public health situation
  • Call 311 for specific questions or concerns
The City has also provided an Outreach Toolkit for Coronavirus. This page includes links to various flyers, posters, and videos in multiple languages that may be used by residents to print and post or share via social media and other networks. These resources will be updated as needed, and represent the official City advice on topics like social distancing and sheltering in place. We highly recommend distributing on social media or taping up posters rather than handing out printed materials person-to-person. 

Even though our office is currently closed to the public, we are working remotely and are answering emails and checking our voicemail regularly. Please continue to contact us with pressing concerns or questions.
 

Shelter In Place Order

The shelter in place order remains in effect until April 7, and may be extended based on public health guidance. Shelter in place FAQs are updated daily, and all Public Health Orders are available online.

Today, the City released guidance for essential businesses that remain open to the public, such as grocery stores and pharmacies, to help protect employee health, reduce crowding at essential businesses, and help keep highly-trafficked spaces clean. The City is providing signage to support stay at home and social distance messaging for businesses. Additional guidance for specific groups and activities are available at sf.gov/coronavirus

Parks and Open Space

City parks and the Golden Gate National Recreation Area remain mostly open, but residents are strongly encouraged to avoid gatherings, minimize your time outside, and follow social distancing guidelines at all times. Those over 60 or who have chronic health conditions are advised to stay indoors due to the heightened risk of the virus.

Public Health Preparations

On Wednesday, the Mayor and public health officials gave an overview of the City’s preparations for the expected increase in COVID-19 cases, including measures already in place like restricting visitors to hospitals, long-term care facilities and residential facilities ; cancelling or postponing elective surgeries and routine medical appointments; and ordering enhanced cleaning of SROs, expanded shelter hours and more meals served in shelters and navigation centers. Additional efforts now underway to build capacity in the hospital system to care for more patients include: 
  • Opening a dedicated COVID-19 floor at Saint Francis Memorial Hospital, with 40 medical-surgical beds and 8 ICU beds, that is equipped and staffed through contributions of Saint Francis, ZSFG and UCSF;
  • Expedited hiring of DPH nurses that will add some 220 registered nurses to the workforce;
  • Increasing hospital and staff capacity and coordinating supplies and equipment citywide; and
  • Increasing the amount of supplies and equipment, and personal protective equipment (PPE), including one million N-95 personal protective masks from the State, which will immediately be put to use by front line workers. This is in addition the major donation of surgical masks, gloves, surgical gowns, and thermometers announced over the weekend. 
In addition, the Governor announced Wednesday that the State is leasing two large medical facilities to accept COVID-19 patients, including the Seton Medical Center in Daly City with a capacity of up to 220 patients. 

Seniors, Disabled Adults and Children

Children & Youth 
  • SFUSD is extending temporary school closures through May 1, along with six other Bay Area counties. The District is implementing a phased-in continuity of learning plan districtwide, and this week shared optional learning resources that students and their caregivers can engage in at home and began lending computers to students who do not have one. Teachers are preparing both non-digital and digital learning options and plans are in place to begin a more comprehensive approach to distance learning by April 13.
  • The District is continuing to provide free meals to students, and additional resources for families . The City continues to provide emergency childcare for children of front-line first responders, health care workers, and City employees called into emergency response service.  
  • The California Department of Education has issued guidance related to COVID-19 on several topics, including support for students with disabilities.

Seniors & Disabled Adults 

Small Business and Non-Profit Assistance

  • Many small businesses have temporarily closed as a result of our necessary public health response to COVID-19. My office worked with City departments to make sure that these already struggling businesses won’t face City fines because they had to board up their storefronts.
  • The Arts Relief Program will be funded by an initial $2.5 million from the City, with philanthropic donations to come. The program will consist of a grants program and low-interest loans for artists and organizations to choose what best meets their needs.
  • The President signed federal legislation Monday to support low-interest disaster loans for small businesses economically impacted by the coronavirus.

Assistance for Workers

Workers can reach out to the City’s  Workforce Development Division directly to learn more about existing programs that can assist you during this time and receive support from our staff and network of service providers by calling 415-701-4817 or emailing workforce.connection@sfgov.org.
  • The Restaurant Workers’ Community Foundation created a COVID-19 Emergency Relief Fund to provide emergency assistance to restaurant industry workers who’re in dire need of support and other resources for workers who’ve been directly impacted by the mass restaurant closings.
  • The National Domestic Workers Alliance created a coronavirus care fund that provides assistance to domestic workers so that they can stay home and healthy during the coronavirus outbreak.
  • One Fair Wage has created an emergency assistance fund for tipped and service workers -- meaning restaurant workers, car service drivers, delivery workers, personal service workers, etc.

City Services and Muni Updates

  • Beginning Monday March 30, all Muni rail service will be replaced with buses, and Muni Metro stations will be closed except for downtown stations serving BART. The 5R, 9R, 28R, and 38R rapid bus routes will be discontinued but local routes will continue. Keep track of Muni service and parking enforcement updates here

  • City Hall is closed to the public and open only to essential personnel. See more on events and weddings here.
  • The Board of Supervisors held its first ever virtual meeting on Tuesday, and will continue to do so for as long as necessary, including a special meeting next Tuesday March 31. Our heartfelt thanks go to the Clerk of the Board and her incredible team for keeping the people’s business on track in these unprecedented circumstances. 
  • The Department of Building Inspection is closed to the public, but reopened on Monday to resume work on essential infrastructure plan review of previously submitted projects and inspection services for essential infrastructure.
  • The Planning Department is open for business remotely and staff are available by email. The Property Information Map and on-line permit center, where you can file new applications, are available 24/7.

Renters, Homeowners and Shelters

  • The City’s moratorium on residential evictions was amended Tuesday to include all no-fault evictions, other than Ellis Act evictions pending further action at the State level. The Superior Court has placed a 90 day delay on all eviction cases. The Rent Board is available for phone counseling at 415-252-4631. My office confirmed with the Rent Board that landlords and tenants may enter into written agreements for temporary rent reductions due to the emergency. 
  • The Governor announced Wednesday that financial institutions will provide financial relief for homeowners, including a 90-day waivers of mortgage payments and penalty fee waivers.
  • The Department of Public Health published guidance for management of single resident occupancy hotels (SROs), permanent supportive housing (PSH), and shelter or transitional housing with private rooms.
  • The City has secured hundreds of private hotel rooms for temporary housing, with thousands more on the way to provide adequate space for quarantine and self-isolation for first responders at high risk of exposure, positive COVID-19 patients with mild cases, people living in shelters in SROs, and others who cannot viably shelter in place at home.

Additional Resources

  • Both the Federal and State income tax filing deadlines have been extended to July 15 
  • The Department of Education is temporarily waiving all interest on federally held student loans. In addition, each of these borrowers will have the option to suspend their student loan payments for at least 60 days without penalty. 
  • Comcast, AT&T , and other internet service providers are offering free and reduced cost internet access and data plans during the emergency. Check with your provider for more information. 

Volunteer Opportunities

  • Hospitals and clinics across the Bay Area are accepting donations of masks and medical supplies. 
  • The City and nonprofit partners have launched a COVID-19 Emergency Response Volunteer Program launched to screen and train volunteers to provide assistance such as grocery shopping and mail pick-up for older and vulnerable adults. 
  • Blood donations are critically needed due to closures of large-scale blood drives, and are an essential acivity under local health orders. Donations can be made on an appointment-only basis at multiple locations in San Francisco and the Bay Area, including the Red Cross (San Francisco and Oakland locations), Vitalant (2 San Francisco locations), and Stanford Blood Center (3 locations in Peninsula and South Bay). 
  • The Restaurant Workers’ Community Foundation COVID-19 Emergency Relief Fund, One Fair Wage’s emergency assistance fund for tipped and service workers, and the National Domestic Workers Alliance coronavirus care fund are all accepting donations. 
  • The CIty’s Give2SF Fund is accepting tax-deductible monetary contributions to be spent on efforts to respond to the coronavirus outbreak, including providing shelter, food and other assistance to individuals, families, and small businesses in San Francisco that are impacted by the virus.
