WHAT'S NEW

 
D8 COMMUNITY HUMMINGBIRD:  Every day my constituents encounter unhoused people on our streets suffering from severe mental illness and substance use disorder. This status quo is inhumane and intolerable. We need many more safe and medically appropriate places to bring people indoors, and fast. That’s why on February 5th I introduced a proposal to open the City’s first community-based Hummingbird with 30 mental health navigation center beds located in District 8, at 1156 Valencia Street. My office has  been working with the Department of Public Health to identify sites for one or more Hummingbirds in District 8 since my first days in office, and I will continue to beat the drum for an expansion of the Hummingbird model citywide. I look forward to working with the neighborhood to ensure the success of the Valencia Street Community Hummingbird. Please join my office and the Department of Public Health for a community meeting to discuss this proposal on Monday, February 10th at 6:30pm at 1156 Valencia.

Homelessness Update: Addressing the crisis of street homelessness remains my office's top priority. At our request, District 8 has been prioritized for additional city resources to address homelessness and, beginning last year, neighborhood ‘hot spots’ now receive increased visits from Homeless Outreach Team, Department of Public Health, SFPD and DPW staff. The city is also coordinating plans to get the neediest and most challenging people living on the streets in District 8 into care and housing. We continue to meet weekly with the Mayor’s Homelessness Policy Advisor to monitor the progress of these efforts. We are also continuing our efforts to identify locations in District 8 for additional services and beds. 

Affordable Housing:  District 8 has experienced the second highest level of displacement of all districts over the last decade but has seen little new affordable housing built during that time. Finding an affordable housing site in District 8 has been a top priority of mine since taking office and on January 14th Mayor Breed and I introduced a resolution to authorize the city's acquisition of‪ 1939 Market Street, at the intersection of Duboce and Market‬. This site will allow us to build desperately needed senior affordable housing units in Upper Market. I’m proud to work with Mayor Breed to ensure that LGBTQ seniors at high risk of eviction can remain in the Castro.
 
MUNI Reliability:  Bringing together national transit leaders and local experts, the MUNI Reliability Working Group met for the last half of 2019. I helped form the Working Group along with Mayor Breed and Transportation Authority Chair Aaron Peskin to develop a proposed work plan for the new MTA director for his first 18 to 24 months on the job, and to highlight key opportunities for short-term improvement including addressing hiring and workforce issues, tackling congestion, and investing in maintenance and improvement of our MUNI infrastructure.

The full list of recommendations from the Working Group was released in January, and I look forward to working with the SFMTA and new MTA Director Jeffrey Tumlin to implement as many of them as possible in 2020.

All-Electric Buildings:  On January 7th, my legislation to incentivize all-electric buildings and curb the use of natural gas in new construction passed unanimously at the Board of Supervisors. On January 8th, we kicked off the next phase of our Climate Emergency efforts with a stakeholder meeting to build consensus to ban natural gas in new construction. The months-long fires raging across Australia are a tragic reminder that we must act boldly and swiftly to reduce our carbon footprint and combat climate change. I look forward to collaborating with environmental advocates, labor unions, developers and all stakeholders to end the use of natural gas in new buildings in San Francisco.

NEIGHBORHOOD UPDATES

Courtney's Produce Legacy Business: I was proud to nominate one of D8's favorite family-owned businesses, Courtney's Produce, to the San Francisco Legacy Business Registry. For fifty years, Courtney's has been operating at 101 Castro Street and promoting individual and family wellness through fresh, delicious food. Thank you, Courtney's!
 
Castro Community On Patrol: Congratulations to Castro Community on Patrol for being named Outstanding Neighborhood Watch Group at the 12th Annual Neighborhood Empowerment Network Awards! The volunteer members of CCOP work hard to keep the Castro safe and I was proud to secure $40,000 in add-back funding in last year's budget to help support their work.
 
 

DIAMOND HEIGHTS SAFETY MEETING

Over 150 neighbors turned out on January 28th to discuss a 300% increase in car break-ins in and around the Diamond Heights Shopping Center. My office convened this neighborhood meeting because we need to work together to curb this alarming increase, even at a time when reported car break-ins are down 2% citywide. I was happy to provide an opportunity for residents to meet and talk with our new DA Chesa Boudin and new Ingleside Station Captain Chris Woon. Both are committed to working together on innovative crime prevention strategies, improved City response to victims of crime and more successful prosecution of car break-in cases. Big thanks also to the Diamond Heights Community Association and SF SAFE for helping convene the meeting and for all the work you do to make the neighborhood safer.

Greetings, neighbors!  This week I want to highlight a couple of FREE upcoming personal preparedness trainings that the Resilient Noe Valley group is sponsoring. Mark your calendars....

Are you ready for a disaster? This training covers the three steps to personal preparedness, focusing on a multi-hazard approach. Learn about the resources and contacts you can reach out to when need arises. This hour-long training is being offered for both families (children welcome) and seniors by SF Community Youth Center.

Meeting with the Bay Area Reporter last month to lay out his legislative priorities for 2020, Mandelman said at the top of his to-do list will be implementing the ideas generated by a meth task force he co-chaired last year and ensuring his district benefits from the $600 million affordable housing bond passed in November. SAN FRANCISCO LOOKS TO CREATE AFFORDABLE HOUSING FOR SENIORS NEAR CASTRO DISTRICT

“This site would allow us to add, we hope, something close to another 100. The need will continue to be tremendous and it moves us in the right direction,” said San Francisco Supervisor Rafael Mandelman. 

The building sits in Mandelman’s district on the edge of the Castro and the goal is to target LGBTQ seniors for 60% of the approximately 100 spots (KRON 4, Jan. 14)
