Our office, along with community, will be hosting our First Annual District 10 Black History Month and Lunar New Year Celebration in Visitacion Valley on Saturday, February 26, 2022 from 11AM to 3PM at the Visitacion Valley Greenway, Visitacion Valley Playground, and along Leland Avenue.
Stop by for an afternoon of cross-cultural performances celebrating Black History and the Lunar New Year. We will have resource tables from our local non-profits and city government departments at the Visitacion Valley Playground.

Resolution Apologizing on Behalf of SF to Chinese Immigrants & Their Descendants for Systemic & Structural Discrimination

Earlier this month, I joined the Chinatown community to commemorate the passage of Supervisor Haney’s resolution apologizing on behalf of San Francisco to Chinese immigrants and their descendants for the systemic and structural discrimination, targeted acts of violence, and atrocities of San Francisco’s past policies and misdeeds. We are committed to the redressing the wrongs of the past as we work to move community forward.

Open Source Voting Passes in SF!
|
The Board unanimously passed our Open Source Voting ordinance authorizing an Open Source Voting Pilot in San Francisco for the November 2022 General Election. Over the past 15 years, former San Francisco Supervisors Tom Ammiano, Chris Daly, and Scott Wiener have previously passed resolutions in support of Open Source Voting, and former Supervisors Malia Cohen and Scott Wiener have held hearings on the feasibility of Open Source Voting.
The passage of this ordinance will allow San Francisco to conduct the first pilot of its kind in California. This effort has been a long time coming, and San Francisco has been an innovative leader when it comes to setting standards for fair and transparent elections. I would like to thank our Elections Commissioner Chris Jerdonek, Trent Lange, President of the CA Clean Money Campaign, and our community advocates for helping make this a reality.
An open source voting system is a voting system whose software source code, or inner workings, is open to public inspection and free for anyone to use. It adds more transparency, affordability, and is easier to request and make improvements.

Shelter Grievance Policy Legislation
I introduced legislation codifying our Shelter Grievance Policy. This policy provides a dispute resolution process for homeless shelter clients accused of violating shelter rules: it consists of a two-stage appeals process that often results in an agreement between the shelter and client—fixing the underlying issue, allowing the client to remain in the shelter, and reducing the likelihood of a repeat rule violation.
This policy isn’t new - it’s been a part of our shelter system for three decades. But while it’s been incredibly successful since its inception in 1992, the policy itself has never been codified in the Municipal Code.
Our goal with this legislation is twofold. One to codify an already excellent policy. And two, to make the following clear to our unhoused residents: you do not shed your right to due process at the shelter door.
Making sure our shelters have a transparent set of rules and rights for their clients, including the right to a fair and speedy appeals process, creates accountability and increases the quality of the shelter system, and I look forward to your support in making our shelters the best they can be.

San Francisco Redistricting
Every 10 years after the Census, San Francisco goes through a redistricting process where the Supervisorial districts are redrawn to ensure that each district maintains equal numbers of residents. Members of the public are encouraged to participate in the redistricting process. There will be upcoming meetings with the Redistricting Task Force online and in the district from now till April 2022.

Meet Our D10 Youth Commissioner: Vanessa Pimentel
|
Vanessa Pimentel (they/them) is a first-generation born to immigrant parents from Mexico, the daughter of a working-class family, and is the District 10 Youth Commissioner. Their political activism began in high school, organizing various political campaigns where they forged alliances between Latinx and API communities through shared experiences and goals for social justice. They hope to enact change in their community and bridge the gap amongst San Francisco youth. They love to read, listen to music, watch anime with their friends, and knit outside of this work! |
George Washington Carver Black History Month Read-In

Great Black History Month Read-In this month at George Washington Carver Elementary School! I had a chance to read to a 4th Grade classroom. It is always a pleasure reading and speaking with our students!

Caltrain Electrification Foundation Completion
|
In January, I was at the 4th and King Caltrain station with U.S., State and local elected officials celebrating another milestone. We are getting closer to electrification and a greener railroad at Caltrain. We have finished the foundations and poles needed to help us achieve electrification by 2024. I want to thank the dedicated Team at Caltrain and I am excited for the communities along the corridor, including in my district. Special shout out to Local 3 Operating Engineers for their work on completing this piece of the project.

SF: Indoor Masking Lifting on February 16
In alignment with the State, the Bay Area counties of Alameda, Contra Costa, Marin, Monterey, Napa, San Francisco, San Mateo, Santa Cruz, Solano, Sonoma, and the City of Berkeley will lift universal mask requirements for most indoor public settings beginning Wednesday, February 16.
Unvaccinated individuals over age 2 will continue to be required to wear masks in all indoor public settings. Businesses, venue operators and hosts may determine their own paths forward to protect staff and patrons and may choose to require all patrons to wear masks.
Indoor masking is still required by the State for everyone, regardless of vaccination status, in public transportation; health care settings; congregate settings like correctional facilities and homeless shelters; long term care facilities; and in K- 12 schools and childcare settings.
Bay Area health officers continue to strongly recommend masks be used as an effective tool to prevent the spread of the virus especially when case rates are high, or when additional personal protection is needed. Continuing to mask in indoor public settings, especially crowded or poorly ventilated spaces, remains the safest choice for an individual and protects those who are medically vulnerable or are not able to get vaccinated, like our youngest children. As evidence continues to show, vaccinations and boosters remain the best defense against the virus.

COVID-19 Community Testing Calendar

The District 10 Bayview Hub is Relocating!

The District 10 Office helped launch the Bayview Essential Services Hub located at 1800 Oakdale Ave providing COVID-19 testing, food, financial assistance, and other many resources for residents.
Bayview and neighborhoods surrounding Bayview have the highest rates of COVID-19 cases and deaths, with Black and Latinx communities more likely to face death than their white counterparts. Multiple community groups, including the Latino Task Force, Black Wall Street, Rafiki Coalition, Young Community Developers, MegaBlack SF and the YMCA collaborated to launch this hub, dedicated to lessen the disproportionate harm the pandemic has upon our communities.
The Bayview Hub is opened every Wednesday and Thursday from 10AM to 4pm at 1706 Yosemite Avenue. Drop-ins welcomed.

Bayview Community Shuttle
The California Air Resources Board announced a $10.5 million grant to fund the Bayview Community Shuttle for the next four years with the SFMTA. More details to follow. Full press release here.

Text Before Tow Program
The San Francisco Municipal Transportation Agency (SFMTA) released “Text Before Tow,” a first-of-its-kind program where customers can receive a text message notification prior to having their vehicle towed.
This pilot program applies to four categories of tows: (1) parking more than 72-hours (2) blocked driveways (3) construction zones and (4) temporary no-parking zones such as special event or moving trucks. These categories represent 27% of all vehicles towed in 2020, approximately 12,500. It is important to note that peak-hour tow-away lanes, hazards, yellow or white zones and all other violations are not included.
To enroll a vehicle, customers need to complete a short online form to register their license plate and phone number. When a customer’s vehicle is about to be towed, they will receive a text in which a tow truck will be dispatched at the same time. Note: Vehicles will still receive a citation for the violation from Parking Control Officers (PCO).

SF Bottle Bank Pilot Program
Making CRV redemption easier for San Franciscans.
The BottleBank™ program is an innovative mobile recycling program in San Francisco that utilizes specially made bags with preloaded barcodes that can be tied to a consumer’s account to provide a convenient and easy way to get their redemption back. The pilot is designed to increase redemption rates of aluminum, plastic, glass, and bi-metal beverage containers that have California Redemption Value (CRV) and to return those deposits directly back to the consumers.
The pilot is a partnership between the San Francisco Conservation Corps, the San Francisco Department of the Environment, Our Planet Recycling, SF CRV Grocers Alliance, CalRecycle, and the Oregon Beverage Recycling Cooperative.

The Community Hub Outreach Coordinator is a full time position responsible for the coordination of programs and services with partner agencies from District 10 and the Bay View community at our new Bayview Hub at 4900 3rd Street. The Coordinator would maintain the space, develop a daily program schedule, conduct outreach to families and volunteers, and build relationships with other non profit service providers. The Coordinator would attend Community-Led Advisory Committee meetings to plan events, workshops, drop-in playtime, parent playgroups, and fundraisers.
