I am truly humbled, elated and heartened, to serve as the San Francisco Board of Supervisors First Black Male Board President! I want to thank my colleagues for entrusting me with the opportunity to unify everyone during this major pandemic. We are at a pivotal time when a unified voice has never been more important. Peaceful transitions should be the norm and we will be the example as a City and quite frankly for the country.
I want to thank my family and the entire District 10 Team, Natalie Gee, Tracy Brown-Gallardo, Percy Burch and Abe Evans, for being such an amazing Team!

Since elected as Board President, our office has legislated the following:
We are working on these upcoming pieces of legislation:
- Additional pay for grocery workers due to the COVID-19 pandemic.
- Language Access Ordinance amendments to strengthen the city's Language Access to services and information.
- Budget Process for this year -- we will announce a budget town hall for March soon.
- Supporting SB 107 (Weiner) to expand Calfresh to reduce the prevalence of food insecurity and poverty among older adults and people with disabilities.
- Supporting AB 71 (Rivas) - Bring California Home Act - increasing corporate taxes to support homeless shelter, programs, and services.
- Emergency ordinance to fill vacancies of Shelter-In-Place hotels with additional unhoused individuals.
- Supporting Assembly Constitutional Amendment 3 (ACA3), authored by Assembly Member Sydney Kamlager, and denouncing structural racism and any vestiges of slavery.
- Extending eviction protections for tenants unable to pay rent due to the COVID-19 pandemic.

District Public Safety Plan
We worked with community, city departments, and law enforcement to create our District 10 Public Safety Plan.
With all the resources that the City invests into District 10, it is clear that we need a comprehensive plan that is community driven, community led, and community implement in order to be effective.
We present to you this public safety plan in hopes that it will be an ongoing effort that continues to evolve and be guided by community input, data driven results, and consider the best practices and strategies to reduce gun violence, build vibrant communities and meet the overall safety needs of District 10.

Illegal Dumping Enforcement
- Quality of life issues are major for our office and we have been hyper focused on addressing illegal dumping issues in District 10. We have been working with DPW and have passed legislation to increase fines and will utilize cameras to catch perpetrators. In addition, we now have additional cleaning crews in hot spot areas in the district, as well as additional heavy equipment runs through these areas.
- We are determined to catch people who dump on our streets and are proud to announce the increased services in our neighborhoods. We will see improvement and continue to work hard on addressing this hazard in our neighborhoods.

Attacks on Seniors
We must love everyone and treat all elders with respect and kindness. We would never want anyone to harm our grandparents, aunts and uncles. We must learn to love everyone as if they were our children and our family. As a community, we must come together. That is when we have true community! |
Pedestrian Safety
Even in areas with traffic calming, speed bumps, roundabouts, PEOPLE NEED TO SLOW DOWN! Earlier this week, we just lost a child to an accident in a community with speed bumps. We must remember our children play in these communities and vigilance behind the wheel is important. We are praying for the family and will continue to work on traffic calming solutions, but we must drive vigilant and understand we have families in our neighborhoods. I want to thank the San Francisco Fire Department and the San Francisco Police Department for responding to the scene and immediately working with the family, as this tragedy will require the support of everyone. |
The 15 Bus is Back!
New and Improved D10 Bus Service has started!
One of our major promises for District 10 prior to and when assuming office, was to improve transportation. We have improved pedestrian safety, added signage, and now we are adding bus service. For far too long, our folks in the most southern part of San Francisco have been fighting for adequate and reliable transportation that connects us to the rest of the city. Bringing the 15-bus back is more than adding another line to Muni’s system, this is about repairing the harm that has been done to Black, Brown and Asian communities. As we talk about reparations, this is a small step towards achieving equity, but a major one as we continue to rebuild trust in the community.
Service on the 15 will run every 10 minutes from approximately 5:00 a.m. to 10:00 p.m weekdays and 8:00 a.m. to 10:00 p.m. on weekends. The T-Line, 8AX Bayshore, 27 Bryant, and the NEW 55 Dogpatch will also be returning on January 23.

Reparations
I want to thank Jon Osaki for working to engage other cultures in understanding the importance of reparations for Black people here in the U.S. This is the trailer to his forthcoming short film. New Navigation Center at 1925 Evans
As we move towards getting our unhoused population into safe and permanent housing, we are set to open our third navigation center in the district. The site at 1925 Evans is the second largest navigation center in the City. Through the pandemic there will be space for up to 115 residents. I want to thank the leadership of the Department of Homelessness and Supportive Housing, and Bayview Hunter’s Point Foundation for their collaboration on behalf of community. I also want to thank all the members of the community who fought for this nav center from the very beginning. |
New Muni Line: 55 Dogpatch!
We are working hard to improve transportation all throughout District 10! The 55-Potrero enhances access between Dogpatch, Potrero Hill, and the Mission District. |
Stunt Driving & Side Shows
- The city’s new stunt driving law and our new SDRU are ready to hit the streets. Stunt drivers in our city will be cited and their cars will be impounded. We will remain fierce in our work together to stop the dangerous act of sideshows in our neighborhoods. We created the harshest legislation we could, without violating state law, along with vigilance and support from SFPD to keep our communities safe. As a parent and President of the Board of Supervisors, I will remain committed to ensuring our children can play safely and that our residents can move freely throughout the City without worrying about the dangers of sideshows. Anyone with information on that or any other illegal stunt driving event is asked to call the SFPD Tip Line at 1 (415) 575-4444 or Text a Tip to TIP411 and begin the text message with SFPD. Fentanyl Overdoses & Treatment Referals
- At least 7 patients presented to Zuckerberg San Francisco General Hospital due to fentanyl overdose after using what they believed to be cocaine on February 2 and 3, 2021. Five have required intensive care. None of the patients had a history of opioid use. Testing was positive for fentanyl in all, cocaine in 3, and methamphetamine in 2 cases. Six of the patients resided in (5) or near (1) the Bayview district.
- Fentanyl is an opioid that can be from 1.5 to 50 times more potent than heroin. Fentanyl overdose deaths have increased precipitously in San Francisco, with an estimated 502 deaths in 2020. Fentanyl overdose deaths frequently involve cocaine or methamphetamine. Fentanyl is commonly sold as a white powder or even in crystals that can appear similar to crack cocaine or crystal methamphetamine. While there is not evidence that other drugs are “laced” with fentanyl in San Francisco, fentanyl is often mistaken for cocaine or methamphetamine and sometimes sold as counterfeit pills, such as opioids or benzodiazepines. Given the risk of overdose from fentanyl, it is critical that anyone who accesses drugs outside of the traditional medical supply chain be aware of the risk of fentanyl and prepared to respond to an opioid overdose.
- Narcan and fentanyl test strips are available in District 10 at HopeSF Wellness Centers at Alice Griffith, Sunnydale, Hunters View, and Potrero Hill, as well as Bayview Hunters Point Family Foundation's clinic at 1625 Carroll and on Mondays 4 - 6pm at SF AIDS Foundation's mobile van near Third on Innes. Glide Harm Reduction Services and Harm Reduction Therapy Center's Mobile Van do outreach throughout the district and can also be accessed by anyone wanting Narcan, test strips, or other referrals. Reopening San Francisco:
On January 27, 2020, the Department of Public Health updated a health order to reopen SF at the State’s Purple Tier. Outdoor dining, personal care services, and many outdoor activities were reopened.This means:
Businesses reopening, all with limited capacity
- Outdoor dining, up to 6 people from 2 households
- One-on-one personal training in indoor gyms
- Personal services, indoor and outdoor
- Outdoor museums and zoos
- Outdoor family entertainment centers
- Hotels for tourists
Activities with increased capacity Indoor retail
- Outdoor fitness classes up to 25 people
- Outdoor recreation (golf, tennis, pickleball, pools)
- Outdoor religious gatherings and political protests, 6 feet apart
- Outdoor gatherings, with up to 3 households (12 people maximum) with no food or drink, or up to 2 households (6 people maximum) with food or drink.

We are laser focused on equitable dissemination of the COVID-19 vaccine here in SF. Happy that one of the first proposed (of 3) mass vaccination sites will be in District 10 at the SF Market, as we have had the highest numbers of cases by zip code in the City.

We are vaccinating approximately 4,000 people a day in SF and we have vaccinated over 91,000 SF residents. We do have the capacity to vaccinate between 10,000-12,000 people a day, once we receive more supply (still waiting on definitive timelines from the feds).
At the Southeast Health Center, we are vaccinating between 150-300 people a day and at the center have vaccinated a total of 2,355 people that live in 94124 (Bayview) and 94134 (Visitacion Valley) zip codes. This is good news, because people are accessing the site in community.
A safe and effective COVID-19 vaccine, coupled with continued preventive measures, is our best tool to end the COVID-19 pandemic and safely reopen San Francisco. San Francisco and healthcare providers are ready to vaccinate more people, but vaccine distribution to San Francisco’s health care providers and DPH is limited, inconsistent, and unpredictable, making vaccine planning difficult. Once the vaccine locations are fully operational, pending vaccine supply, the City has a goal of facilitating 10,000 vaccine doses per day. Many of the decisions regarding vaccination are being driven by the state and federal governments, including the amount of vaccine a county or healthcare provider receives as well as when to vaccinate and who to vaccinate. As we receive more vaccines and move forward through the phases, our goal is to distribute the vaccine as quickly as possible, and to do this in a fair and equitable manner.
People who are eligible to be vaccinated can sign-up for an appointment at: SF.gov/getvaccinated.

- Doing ~500 doses/day now, ramping up to 3k/day if supply is available

- 24th and Capp - neighborhood vaccine access site
- Partnering with UCSF, Latino Task Force, Unidos en Salud/United in Health
- Currently invitation only, focusing on community health workers and those over 65 years of age in the Unidos en Salud network
- Currently 120 doses/day with goal of scaling up to 200-400/day if vaccine supply allows.
- Open Sunday-Wednesday 9am-2pm
- San Francisco State University location – (755 Font Boulevard)
- Currently accepting appointments for those over 65 years of age
- Goal is to do 300 doses/day (pending vaccine supply)
- Open two days a week: Wednesday and Thursday from 8-4
- Southeast health center – Neighborhood Vaccine Access Point (2401 Keith St.)
- Offering vaccines for people over the age of 65 who live in zip codes 94110, 94112, 94107, 94124, or 94134.

- The SF Market in the Bayview is a partnership with Sutter and Sutter Pacific Medical Foundation.
- The maximum capacity will be 1,500. We are aiming to open this site early next week. It will start with 250/day and the plan is to quickly ramp up to 1000/day.
- This site will be appointment only and a walk through. Everyone and anyone will be served at this location.

On the evening of Saturday, February 6 the San Francisco Unified School District (SFUSD) and a group of labor unions representing SFUSD employees reached a tentative agreement on the health and safety standards for in-person learning, a critical milestone toward reopening schools.
Per the tentative agreement, the unions and SFUSD agreed on baseline health and safety standards. This tentative agreement updates the district’s criteria, including new agreements for when it will begin in-person learning. Specifically, the district and labor agreed that students will return when:
- San Francisco City and County are in the Red Tier as determined by the California Department of Public Health, and according to California’s Blueprint for a Safer Economy, and all staff reporting to District school or worksites have had the opportunity (eligibility and access) to be vaccinated at the recommended dosage; or
- San Francisco City and County is in the Orange or any lower Tier, as determined by the California Department of Public Health, regardless of the availability of vaccines.
The tentative agreement addresses the health and safety standards necessary for the return of students at all grade levels, preschool through 12, and the parties have agreed to meet and confer on any additional negotiable impacts of the District’s plans for the return of middle and high school students. EMT Training in D10
Along with Mayor London Breed, SF Fire Chief Jeanine Nicholson, Human Rights Commission Director
Sheryl Evans Davis, Workforce Director Josh Arce, Firefighter Antione Davis and E.D. Ieeshia Romero, we attended the first City EMT training at Local 798’s Hall located in District 10. This cohort of 14 will receive certified EMT training in D10, with the goal of creating a pipeline for folks from SF into the San Francisco Fire Department. We are excited to support and host this first of its kind training in SF! |

New LGBTQ+ Older Adult Online Survey
During the COVID-19 pandemic, LGBTQ+ older adults may have increased vulnerability and reduced access to the services they need. Take this survey and help San Francisco understand the health experiences and unmet needs of LGBTQ+ older adults, age 50+ who live and or work in San Francisco. The San Francisco Planning Department is conducting the Greater SoMa Community Facilities Needs Assessment to identify the need for ten types of community facilities - such as recreation centers, libraries, and child care facilities - in the greater South of Market area, which includes parts of District 10. The assessment includes identifying existing community facilities in these neighborhoods, assessing existing levels of service for each facility type, and identifying ways to accommodate the community facility needs of existing and future residents.
Feedback from District 10 residents and stakeholders is essential to help us gain a better understanding of which community facilities or amenities you would like to have in your neighborhood. This feedback will help the Planning Department form a list of priorities for community facilities that City agencies can use to inform future budgetary and capital planning decisions.

The D10 Homeowner Stabilization Initiative is designed to help reduce rates of gentrification and displacement in District 10 by providing financial assistance and empowerment to homeowners at risk of losing their properties. The program provides qualifying long-term homeowners of Bayview Hunters Point (District 10) with up to $30,000 in financial assistance, free estate planning services, and free elder fraud legal representation, all of which is designed to help stabilize homeowners and intergenerational wealth. To be eligible, participants must have lived in their home in District 10 for more than 10 years, and agree to participate in financial education, counseling and coaching services. Funds awarded under this program are grants and do not need to be repaid.
