It has been a heavy week in our nation and locally where our Asian American communities have been the target of senseless violence. Our Asian American communities have seen an uptick in violence and over 4000 documented cases through StopAAPIHate.org. We will continue to stand against and denounce all violence. Whether it be the violent attacks on Asian elders and community members, the 20 homicides in District 10 last year, or crimes against anyone here in our City. We will continue to provide resources and implement our public safety plan to stop violence in San Francisco.

COVID-19 Reopening, Testing, & Vaccines

San Francisco is current at the Red-Tier
As of March 3, 2021, San Francisco has moved into the Red-tier of reopening and is expected to move into the Orange-tier soon. We can only reopen if we practice wearing face masks, social distance, and take precautions to prevent the spread of COVID-19.

“Face Covering” has been revised to make clear that best practices now are to use face coverings that have a good fit, including in order of effectiveness, from least to most effective: two or three ply tightly woven cloth masks; surgical or procedural masks; double masks (such as a surgical/procedural mask covered by a cloth mask); authentic KN95 respirators; or NIOSH-approved N95 respirators (without unfiltered exhalation valves). Bandanas, scarves, ski-masks, balaclavas, and single-layer neck gaiters are still allowed but are not recommended.

We are continuing to work on vaccine access for our most vulnerable populations and everyone in the district. In District 10, we have been administering vaccines at the Southeast Health Center, SF Market, Southeast Community Facility at 1800 Oakdale, Ave SF General Hospital, and a few pop ups in our public housing communities. We will have more pop ups soon. We are working hard as an office and with the Department of Public Health to increase vaccine access.

District 10 Bayview Hub - Now Open!
|
The District 10 Office helped launch the Bayview Essential Services Hub located at 1800 Oakdale Ave in February, providing COVID-19 testing, food, financial assistance, and other many resources for residents.
Bayview and neighborhoods surrounding Bayview have the highest rates of COVID-19 cases and deaths, with Black and Latinx communities more likely to face death than their white counterparts. Multiple community groups, including the Latino Task Force, Black Wall Street, Rafiki Coalition, Young Community Developers, MegaBlack SF and the YMCA collaborated to launch this hub, dedicated to lessen the disproportionate harm the pandemic has upon our communities.

Hazard Pay for Grocery & Drugstore Workers Passed Unanimously!
We unanimously passed $5 hazard pay for grocery store and drugstore workers, including security and janitorial contractors who work in these stores, in San Francisco at the Board of Supervisors. We worked hd to make this happen here in the City. Grocery store employees have been working through stay at home orders and inter-phasing with the public during the entire pandemic. They deserve it and are true heroes!
Starting Monday, March 22, the law will apply to grocery and drug stores with 500 or more employees worldwide, including at least 20 in San Francisco, and to employees, including security guards and janitors, earning under $35 per hour or $75,000 a year.
I want to thank the United Food and Commercial Workers Local 5 and Local 648 for their leadership on this important issue. |

Herz Recreation Center
Thirty years ago, Sunnydale residents asked for a gym at the Herz Recreation Center and the community is finally getting the quality facility it deserves. Along with the Hope SF revitalization of dilapidated housing, this state of the art gym and recreation center will provide so many youth with the amenities they need. Making Mrs Jackson and the late Sharen Hewitt proud!

$2 Million for the Emergency Family Relief Fund
Along with Budget Chair Haney, we secured $2 million in funding for the Emergency Family Relief Fund for San Francisco residents with children or dependents under 18 years old, who do not qualify for any federal or state stimulus or relief plans during the COVID-19 pandemic.
When fully implemented the program will provide relief for immigrant and undocumented families residing in San Francisco who are experiencing extreme hardships but do not qualify for any other benefits.
he COVID-19 Emergency Family Relief Fund to date has provided $1000 to 4916 families and will provide financial assistance to another 1980 families who are already identified on the waitlist at the city’s essential service hub sites. Direct economic relief will provide immediate assistance for food, rent, childcare, and any emergency expenses accrued during this tough time. |

San Francisco Dream Keeper Initiative
We can do this together starting with the “Dream Keeper Initiative.” We are a small but mighty population here in San Francisco and with the right investment, policies and teamwork, we will overcome negative outcomes. Only working in unity!
The initiative recognizes the diversity of San Francisco’s Black community and includes investments in a wide range of programs that will support youth, families, seniors, and members of the Black LGBTQ+ community. The Dream Keeper Initiative aims to refocus the City’s approach to youth by focusing on the entire family, and providing the support to navigate and connect to existing community and public programs.

Supporting Assembly Constitutional Amendment 3 (ACA 3)
Supervisor Haney and I introduced and passed a resolution in support of Assembly Constitutional Amendment 3 (ACA3). Incarceration has become the modern form of slavery. You cannot pay people less than a livable wage. Period. I fully support Assembly Member Kamlager’s efforts on ACA3 to remove the language of ‘except for punishment for a crime’ from the California Constitution and to denounce structural racism and any vestiges of slavery in California.

District Attorney District 10 Community Liaison Team
The District Attorney's Office has formed a District 10 Community Liaison Team. The community liaison team will be directly responsive to the district’s residents about specific needs that emerge within the district and will serve as direct liaisons between constituents and the District Attorney’s Office. The Community Liaisons teams are made up entirely of volunteers within the District Attorney’s Office.
Community Liaisons will interface with members of their assigned district and will collaborate on strategies to enhance community wellbeing and safety. The community liaison teams intend to work closely with the supervisors in each district, as well as their staff. They will attend town halls and community events; engage with constituents; and serve as direct contacts for community members to the District Attorney’s Office.

City Initiatives for Gun Violence and to Prevent Repeat Offenses
Addressing Gun Violence through Targeted Interventions
San Francisco is receiving a $1.5 million California Violence Intervention and Prevention Grant over the next three years to help reduce shootings, break the cycle of recidivism, and to build trust between the community and the Police Department.
The program will start by identifying individuals who are most at risk of either engaging in gun violence or falling victim to gun violence and will connect them with San Francisco’s Street Violence Intervention Program (SVIP) to receive services and support. SVIP is on the ground, in the community, working with at-risk individuals by providing mentorship, guidance, and a path forward that does not involve violence. SVIP engages not only with the individual, but with their family and their support network to get them out of situations that can lead to violence and instead set them on a path to success.
The strategy that will be used in San Francisco draws explicitly from the Oakland Ceasefire strategy, the Boston Reentry Initiative, and the Chicago Project Safe Neighborhoods, all of which have been rigorously evaluated and found to be successful at significantly reducing severe violence and reducing the re-arrest rate among participants as well.
Gun violence by the numbers in San Francisco:
- 85% of those impacted by gun violence are Black and Latino men, even though they comprise less than 10% of the City’s total population.
- 29% of all violent firearm crimes in 2019 took place in San Francisco’s Bayview, Potrero Hill, and Visitacion Valley neighborhoods, with a quarter of all the City’s homicides for the past five years occurring there.
- Those at the highest risk of gun violence in San Francisco are primarily Black and Latino men, ages 18-35, with justice-involvement and social connections to each other.
Coordinating Responses to Prevent Repeat Offenses
This initiative will coordinate efforts to prevent individuals from committing repeat offenses in San Francisco between the Sheriff, Police Department, District Attorney, and Adult Probation . Each agency has committed to improved communication to support swift and coordinated responses designed to promote public safety.
Included in this coordinated effort are plans to:
- Develop communication tools across agencies to inform one another of identified persons who have committed repeated, recent offenses in the same category of crime;
- Ensure that when persons are booked into jail, their probation, parole, and/or federal probation status as well as the existence of any warrants will be immediately confirmed and communicated to justice partners;
- Ensure that every booking notification is reviewed and evaluated;
- Establish verification processes to ensure that holds are placed each and every time someone is arrested while on probation or parole;
- Communicate across agencies regarding any contextual information or specific issues that may warrant consideration for detention;
- Provide updated information to the Court regarding any previous noncompliance with court orders regarding conditions of release, including any failures to comply with electronic monitoring; and
- Establish communication procedures both to and from justice partners regarding any decisions to refer a case to another agency and any updates as to actions taken by that agency.

San Francisco will have two rental assistance programs
The Mayor's Office of Housing and Community Development is currently finalizing a multi-lingual online application and guidelines for a community-based program that will target assistance to the most vulnerable tenants. The City is planning to launch this program in late-April.
The State of California is operating a separate rental-assistance program. To learn more about the State's Emergency Rental Assistance Program, visit HousingIsKey.com.
You can also call the State's CA COVID-19 Rent Relief Call Center at 833-430-2122 for assistance and to check eligibility.
Each program will have its own set of guidelines. San Francisco tenants and landlords will not be able to receive the same assistance from both programs.

The Potrero Yard Modernization Project will replace the obsolete two-story maintenance building and bus yard with a modern, three-story, efficient bus maintenance and storage garage, equipped to serve the SFMTA’s growing fleet as it transitions to battery electric vehicles.
A modern Potrero Yard will better serve our customers by facilitating more reliable and convenient bus service, and by making service more resilient in the event of a natural disaster.

Visit the Hunters Point Naval Shipyard (HPNS) virtual community room March 22—March 26, 2021. Navy project managers lead you on an audio tour of several stations in a new live event space. Posters, documents, and videos allow you to learn about the Shipyard, how the Navy protects the public during environmental cleanup, and ongoing radiological retesting activities. In addition, initial radiological soil sample results for Parcel G are available.
Participate in a live question and answer session on March 25, 2021. Derek Robinson, P.E. (HPNS Environmental Program Manager) moderates two live question and answer sessions on March 25, 2021. Cleanup team members will be available to answer your questions about the Navy’s ongoing activities at HPNS. The live events begin at 12:00 pm at 5:30 pm. They are scheduled for approximately one hour each. Entry to the Live Q&A Sessions will be available in the HPNS Virtual Community Room.

Jobs Now! Program Wage Reimbursement for Small Businesses
Jobs Now program is offering wage reimbursements to small businesses rehiring employees they let go because of Covid 19 hardship.
- 100 percent reimbursement for first 3 months
- 50 percent reimbursement for the next 3 months
- Employee must be on a scheduled for permanent work after 6 months
- Limit of reimbursement for 2 employees per business
- The program is available for small businesses in SF only (less than 15 employees)
- The rehired employees must be SF residents and qualify for the Jobs Now program by demonstrating low income.
A small business can apply for the program by submitting Form 413 of the Small Business Administration along with 3 to 6 months of profit and loss statements.

$7500 E-Bike Grant
Grants of $7,500 from the Bay Area Air Quality District (BAAQMD) under the Clean Cars for All program (www.BAAQMD.GOV/CleanCarsforAll) for income-qualified Bay Area residents of Disadvantaged Communities to retire an older high polluting car and replace it with one or more E-bikes plus accessories plus Clipper Card credit.
What it covers:
Applicants receive a $7,500 PEX (prepaid) card for use to purchase an e-bike. Households may purchase as many as one e-bike per member of the household up to the $7,500 grant limit. E-bikes must be labelled Class 1, Class 2 or Class 3 and must be approved by the program staff before purchase. Related accessories can be included when purchased at the same time as the e-bike. Covered accessories include safety items, such as helmets, bright jackets or vests, and lights, security items such as locks, GPS trackers and BikeLink membership, cargo carrying additions such as racks, panniers, child seats and trailers, plus basic tools. This subsidy is large enough to cover the entire cost of a fully loaded cargo bike with all necessary accessories or at least two commuter bikes.
The remaining balance after e-bike and accessories are purchased will be automatically converted to public transportation funds that can be loaded on to a Clipper card .
A new cyclist Buyers Guide and other support materials were developed by the E-Bike Project to assist potential program participants who have no previous familiarity with e-bikes - or in some cases even with bikes.
Summary of who qualifies:
The BAAQMD e-bike grant program is currently funded as an expansion of the BAAQMD Clean Cars For All program.
CCFA Participants must:
- live in a qualifying zip code. See chart on the CCFA Eligibility page. Currently based upon CA Disadvantaged Communities (DAC) (see below).
- have income at or below 400% of the current Federal Poverty Level as defined by the U.S. Department of Health and Human Services (See chart on the CCFA Eligibility page).
The vehicle to be scrapped must be:
- at least 15 years old,
- currently functioning,
- less than 10,000 pounds and
- registered by the applicant with the CA DMV for the last two years.
The vehicle will be transferred to an authorized dismantler to be scrapped and recycled. There are, of course, further requirements and various exceptions listed on the CCFA Apply page and the linked 2020 CCFA Terms and Conditions(pdf)
