Happy March Madness! It’s budget season and as you know, we are facing a sizable deficit here in San Francisco for the foreseeable future. As we fight to ensure that all needs are met and we continue to thrive as a city, there are going to be some tough decisions to make during this budget season. We will always fight to keep everyone whole and to support our most vulnerable populations.
Going into this year’s budget cycle our priorities are (not in any particular order):
1- Maintaining Critical Services
2- Addressing Affordability
3- Decreasing Inequities
4- Community/Neighborhood Safety
5- Services for the Unhoused
We also want to be sure that we can address quality of life issues and achieve reparations as the City and County of San Francisco has officially apologized to the Black community for past injustices and continued policies that have led to inequitable outcomes and increasing wealth gaps for Black folks in this city.
There will be some trade-offs and hard conversations going through this year’s budget process, but our commitment to providing for the residents of this city remains strong. We have added a survey link for budget input and this newsletter provides dates for the upcoming Budget Town Halls for District 10 (in-person and virtual)!

As our team continues to work on addressing quality of life issues across the district, we wanted to bring to your attention, a multi-department coordinated effort that is taking place every Wednesday between the hours of 7am - 12pm.Â
SFPD and SFMTA are responding to residents living in Bayview who have continually dealt with ongoing issues involving abandoned vehicles, illegally parked vehicles, and associated trash and debris in the affected areas. These issues create an unhealthy living environment. This operation is designed to address some of these problems and improve the overall environment. All vehicles that are inoperable, stolen, parked in such a way as to constitute a hazard, or that have expired registration over six months will be towed. All other vehicles illegally parked will be cited. This operation will coordinate with other City agencies and operations (DHSH, DPW, HSOC) so as to offer services and to provide cleanup for debris left behind.Â
Over the course of the operations so far, over 3 dozen vehicles have been cited and towed, including vehicles discovered and recovered by SFPD that were involved in open investigations, and numerous other vehicles were issued citations or received warnings for violations of 7.2.29 (parking for over 72 hours). In addition, DPW was able to conduct extensive cleaning operations and will continue to do so.
We are happy to announce the soft opening of Cafe Melange in the basement of City Hall. Cafe Melange is an all Bayview collective featuring; Ms. Yvonne's Southern Sweets, Radio Africa & Kitchen, and Tallio's Coffee & Tea. It is exciting to have coffee and food options at City Hall again, but even more exciting that all of our vendors are straight from 3rd Street!Â

- Feb. 28 - I enjoyed stopping by Portola Family Connections on San Bruno Ave for Family Support Services Week. Early Childcare Education is very important for our kids as it is the foundation that prepares them for life. Thank you to our early childhood educators and providers for all your hard work.
- Feb. 28 - This year’s Black History Month Closing Celebration, hosted by CA State Controller Malia Cohen, SF Mayor London Breed, SF District Attorney Brooke Jenkins and myself, was first class! This commemorates 10 years of this momentous occasion every February in San Francisco. We want to thank all of our sponsors, businesses and community that participate and enjoy this event each year at San Francisco City Hall.
- Feb. 29 -Â I had an opportunity to stop by the Potrero Hill Neighborhood House today for their after school program talent show to support our young folks displaying their talents. I had a great time!
- March 5 - Today was the City Hall Pop-Up of Cafe Melange- all Bayview vendors! Downstairs in the basement at City Hall and officially here to stay on March 19th is, Yvonne's Southern Sweets, Radio Africa & Kitchen, and Tallios Coffee.Â
- March 6 - I stood with our Janitors from Local 87 today to fight against wage theft. Not being paid is illegal and we will not stand for this mistreatment.
- March 9 - Another beautiful day in community supporting the Pop Up Village at 1550 Evans in Bayview. Come and check it out every second Saturday!
- March 20 -Â Congratulations to all of the student athletes from Urban Student Athlete Development Academy on their signing day and for choosing the high school of their choice!

- March 20 - I had a great time celebrating Mayor Willie Brown's 90th Birthday at City Hall. I first met Assembly Speaker Willie Brown when I was 15 years old at a fundraiser. It has been a treat learning from him over the past few decades. I appreciate him for paving the way for me and future generations.
- March 20 - I was able to connect and learn from the Teen Advocacy Group (TAG) at the Vis Valley Boys & Girls Club (at the Vis Valley Library). They wrote their very own book entitled Language of Flowers- written and illustrated by TAG!
- March 22 - Beautiful evening at the Southeast Community Center. I want to congratulate all of Legacy Fund Bayview Community Heroes Awardees! I appreciate all of your hard work and commitment to Bayview. Keep inspiring!
- March 25 - I spent time with our Third Street merchants, listening to concerns and working on community unity. Thank you to all of our entrepreneurs, small business owners and community leaders for all the work being done in our neighborhoods.Â
- March 26 - I had the privilege of honoring the phenomenal life of Dorothy Mae Asberry in celebration of 102 years of life. This remarkable woman’s journey embodies resilience, determination, and a spirit of unwavering strength.

Herz Recreation Center Update: Since the last update in January, RPD has installed rebar, building a mock-up for a portion of the exterior of the building, and the contractor will soon begin pouring the building’s concrete footings. We’ll keep you posted as this exciting new facility continues to take shape.
Herz Recreation Center is an all-new facility located at the southeast corner of John McLaren Park that is set to open in early 2025.

San Francisco Office of the City Administrator:
The Community Challenge Grants program is an important tool to support community-led, neighborhood improvements. We see community members and City departments engaged in mutual support building neighborhood resilience. We are #bettertogether.

We are collecting community input at focus groups (see below) in March to inform a new Request for Proposals (RFP), which we plan to release in July 2024. The RFP release will be accompanied by a full suite of outreach and technical assistance workshops, July to November 2024.

We anticipate a January 2025 deadline with a grant term starting July 2025.
We invite community members to attend a focus group to learn about the program and provide input to make it more responsive to community needs.
