Interim Zoning Controls on Parcel Delivery Services
With the support of labor and community, we passed legislation on Interim Zoning Controls on Parcel Delivery Services to require additional community input and conditional use terms at Planning. When companies like Amazon come into the community, the community and residents should have a say on their proposed locations—that is not the case right now as projects come in and increase pollution and traffic, bring in jobs that pay below living wages, and in some cases, facilities with serious health and safety concerns. This legislation was passed unanimously at the board and will allow community input on these type of projects before they are built. It is important to speak up and challenge big corporations or any business that doesn't have the best intention for surrounding communities and neighborhoods that they affect. Rather than working with labor, community, and city leadership to come to an agreement, Amazon decided to pause on their project. |
Bayview Dust Concerns
Our office has been working with the Bay Area Air Quality Management District, City Attorney David Chiu, residents and community to address concerns about dust in the Candlestick area and have been holding businesses accountable to addressing these concerns. On March 10, 2022, City Attorney Chiu issued cease and desist letters to four companies who have been operating unpermitted, violating our zoning laws, and causing dust pollution near the Candlestick Point area.
On March 25, 2022, the City Attorney issued another letter to Bauman Landscape & Construction, Inc, outlining the required timeline to clear the site of large amount of concrete debris that is still there and clearing the entire site of remaining equipment and everything else.
According to the City Attorney:
- Bauman may crush the remaining uncrushed concrete debris over the course of three days, by no later than March 30th, subject to the mitigation measures described below to minimize the impact on the community. This permission applies only to the concrete debris that is already on Site; as Bauman is already aware, Bauman may not under any circumstance accept any more concrete debris on Site.
- Bauman may bring in sufficient virgin sand (and in any case no more than 30 truckloads) to mix with the existing concrete debris on Site to recycle it into Redi-mix concrete material, as well as other vacuum sealed materials that must be mixed in smaller quantities into the final recycled product. Trucks must be fully tarped.
- Bauman has until April 5th, 2022 to haul off all of the final product and all remaining concrete debris or sand or other building materials from the Site, whether or not it is fully processed.
- Bauman will clear all its equipment and remaining property from the Site by April 30, 2022 so that the Site is fully vacated
- During its remaining occupancy of the Site, Bauman will take all dust mitigation measures, including regular watering of the site, watering during crushing, washing the wheels of trucks going in and out of the site, placing tarps over its crushed concrete (and any sand) piles, adjusting its operations according to wind conditions to minimize impact on the neighborhood, and taking any other measures suggested by Bay Area Air Quality Management District (“BAAQMD”) inspectors. Furthermore, Bauman will accept BAAQMD inspectors on Site without notice and as frequently as BAAQMD deems necessary in its sole discretion.
- During its remaining occupancy of the Site, the crushing concrete activity may only take place between 8 a.m. and 5 p.m. Monday through Friday and 9 a.m. to 5 p.m. on Saturday; the mixing of crushed concrete and sand materials, and hauling activities may take place between 7 a.m. and 5 p.m. Monday through Friday and 9 a.m. to 5 p.m. on Saturday.
- No other activities besides those expressly listed above are permitted without written authorization from OCII and the Office of the City Attorney.
This type of unpermitted activity that heavily pollutes our neighborhoods has gone far too long and is absolutely unacceptable. We will continue to work together with the City Attorney's office and the Office of Community Investment and Infrastructure, and BAAQMD to make sure these sites are shut down as soon as possible. |
Family Shelter in School Gym = Success for Students!
One of the great things that we did on the Board of Education in partnership with the Board of Supervisors was to bring a family shelter to Buena Vista Horace Mann. Having a stable living situation was very beneficial to unhoused students. I was proud to work with Supervisor Hillary Ronen to bring this project into fruition during my tenure at the Board of Education. |
Honoring Dr. Saidah Leatutufu-Burch for Women's History Month
On International Women’s Day (March 8), I had the privilege of honoring Dr. Saidah Leatutufu-Burch at our first in-person Special Commendations for Women’s History Month. Dr. Leatutufu-Burch is a true Bayview trailblazer and serves as the inaugural Director of the Dream Keeper Initiative. It has been a true honor to see her grow and serve as a role model for young women in San Francisco. |

San Francisco Redistricting
Every 10 years after the Census, San Francisco goes through a redistricting process where the Supervisorial districts are redrawn to ensure that each district maintains equal numbers of residents. Members of the public are encouraged to participate in the redistricting process. There will be upcoming meetings with the Redistricting Task Force online and at City Hall from now till April 2022.

SF COVID-19 Updates
San Francisco will no longer require proof of vaccines or negative test for certain local businesses. For full details, see press release below. Highlights include:
- Effective Friday, March 11 proof of vaccination or a negative test will no longer be required to enter inside businesses where food and drink is consumed, such as restaurants and bars, and where elevated breathing occurs, such as gyms and fitness studios.
- Businesses can decide to be more restrictive than local health guidelines and can continue to require proof of vaccination or a negative test from their staff and clients. Masks can also still be required.
- Per state guidelines, proof of vaccination or a negative test is still required to enter indoor “mega” events, currently defined as gatherings of 1,000 people or more.

COVID-19 BA.2 Subvariant
The San Francisco Department of Public Health (SFDPH) is closely following the emerging science and epidemiological data on the new BA.2 subvariant. We know that the BA.2 subvariant has been circulating in San Francisco for some time already, having been first detected on Feb. 8 at the Oceanside Water Pollution Control Plant on the City’s west side by Stanford University monitoring.
At this time based on data from Europe, we may begin to see an increase in cases, but we do not expect BA.2 to cause more severe disease or hospitalizations for people who are up to date on their vaccinations. While COVID-19 will remain with us for the foreseeable future, we have many tools to slow the spread of the virus and prevent severe illness.
We are urging all San Franciscans to be prepared for BA.2 and any other variants or subvariants that may arrive in the future by getting up to date on their vaccinations (primary series and booster if eligible); having a supply of over-the-counter test kits at home; wearing masks when extra precautions are needed; and increasing safety around those who are medically vulnerable or unvaccinated. To address health inequities, SFDPH in partnership with community organizations is targeting COVID-19 resources toward highly impacted communities and where test positivity rates are higher, including vaccination and testing sites and distribution of masks and over-the-counter test kits, among other efforts.

The District 10 Bayview Hub has relocated!

The District 10 Office helped launch the Bayview Essential Services Hub located at 1800 Oakdale Ave providing COVID-19 testing, food, financial assistance, and other many resources for residents.
Bayview and neighborhoods surrounding Bayview have the highest rates of COVID-19 cases and deaths, with Black and Latinx communities more likely to face death than their white counterparts. Multiple community groups, including the Latino Task Force, Black Wall Street, Rafiki Coalition, Young Community Developers, MegaBlack SF and the YMCA collaborated to launch this hub, dedicated to lessen the disproportionate harm the pandemic has upon our communities.
The Bayview Hub is opened every Wednesday and Thursday from 10AM to 4pm at 1706 Yosemite Avenue. Drop-ins welcomed.

Text Before Tow Program
The San Francisco Municipal Transportation Agency (SFMTA) released “Text Before Tow,” a first-of-its-kind program where customers can receive a text message notification prior to having their vehicle towed.
This pilot program applies to four categories of tows: (1) parking more than 72-hours (2) blocked driveways (3) construction zones and (4) temporary no-parking zones such as special event or moving trucks. These categories represent 27% of all vehicles towed in 2020, approximately 12,500. It is important to note that peak-hour tow-away lanes, hazards, yellow or white zones and all other violations are not included.
To enroll a vehicle, customers need to complete a short online form to register their license plate and phone number. When a customer’s vehicle is about to be towed, they will receive a text in which a tow truck will be dispatched at the same time. Note: Vehicles will still receive a citation for the violation from Parking Control Officers (PCO).

SF Bottle Bank Pilot Program
Making CRV redemption easier for San Franciscans.
The BottleBank™ program is an innovative mobile recycling program in San Francisco that utilizes specially made bags with preloaded barcodes that can be tied to a consumer’s account to provide a convenient and easy way to get their redemption back. The pilot is designed to increase redemption rates of aluminum, plastic, glass, and bi-metal beverage containers that have California Redemption Value (CRV) and to return those deposits directly back to the consumers.
The pilot is a partnership between the San Francisco Conservation Corps, the San Francisco Department of the Environment, Our Planet Recycling, SF CRV Grocers Alliance, CalRecycle, and the Oregon Beverage Recycling Cooperative.

FREE TAX ASSISTANCE
Free tax preparation is available to people who cannot afford professional services from a paid tax preparer and to older adults, those with limited English proficiency, and people with disabilities who require assistance. IRS-certified tax experts prepare returns, answer questions, and determine if filers qualify for tax credits such as federal and state EITCs, Child Tax Credits, and the WFC.
The IRS estimates that nearly one out of five eligible people miss out on the EITC because they do not know that they qualify, or do not know where to find free tax filing assistance. Free tax assistance is available at dozens of San Francisco neighborhood locations in partnership with the United Way Bay Area, Mission Economic Development Association, Arriba Juntos, and several other local organizations. IRS-certified providers make it easy to safely and securely file taxes using online tools, or to utilize drop-off and in-person service options at select locations. Filers with a combined household income of $66,000 or less in 2021 are eligible for the service.
To have their taxes prepared, residents should present income documents from all jobs worked throughout 2021 as well as their social security number or ITIN, bank account numbers, a valid photo ID, and reportable expenses such as child care. In addition to free tax help, SFHSA can connect filers to no-fee bank accounts, credit repair services, and financial education coaching. The deadline to file is April 18, 2022 and nearly all free tax sites close after that date, but tax refunds can be claimed all year without penalty.
