Justice for George Floyd
Last Memorial Day, we witnessed one of the most heinous acts of a police officer I have ever seen in my lifetime. This unfortunately was not an uncommon incident in the United States, where we have seen several Black men and people of color die at the hands of law enforcement, but this was a particularly cruel, and viscous killing as the world witnessed Derek Chauvin leave his knee on George Floyd’s neck for more than 8 minutes, while taunting onlookers and while listening to George Floyd’s pleas and cries trying to hold on for dear life.
This guilty on all charges verdict is a small step towards finally recognizing that when police unjustly kill unarmed Black people and people of color, they should be held 100% accountable and that murder is murder!
I want to thank the jury. We have more work to do to prevent these actions and to keep everyone safe, but this verdict does demonstrate that some humanity and respect for life does exist.
Celebrating Ramadan
On behalf of San Francisco's District 10, I want to send warmest wishes to all the Muslims in our district, in SF and across the Bay Area: Ramadan Mubarak!
Ramadan is the holy month of fasting and spiritual renewal for Muslims worldwide, and is the 9th month of the Muslim calendar year. This month is observed with fasting, increased prayer, and faithful intention.
Bay Area Muslims are a part of the fabric of our community that are recognized for their contributions, rich cultural heritage, and wide diversity that they bring. This Ramadan, the Bay Area Muslim community reminds us that our freedom to worship benefits us all and should be celebrated. In this challenging time of uncertainty, let us come together and recognize that faith, good deeds, and diversity in worship is a beautiful thing, and support one another.
COVID-19 Pandemic & SF Reopening
After a year of shelter-in-place and stay-at-home orders to slow the spread of COVID-19, San Francisco is starting to reopen. Please remain vigilant by continuing our best practices of masking, social distancing, and washing our hands for 20 seconds. Vaccines are now available for everyone aged 16 and above, you can find out more information and local vaccine sites at: https://sf.gov/get-vaccinated-against-covid-19.

Uncage, Reunite, Heal!
This past weekend, Supervisors Ronen, Haney and I along with many community members traveled to the San Diego-Tijuana border to Caravan for the Children to learn about the conditions that children face at the border. We want to be part of the solution on real immigration reform that includes the protection of our children and we will keep fighting to reunite families together and play our part to end this injustice.

Shop & Visit 3rd Street
Last week, I had a great corridor walk on a portion of 3rd Street with Captain Maron (Bayview Station), Officer Ramirez and Earl Shaddix (Economic Development on Third). During the pandemic we have seen 14 new businesses on the corridor and I’m excited about the space for Feline Finesse and the Black owned coffee shop Tallios (https://tallioscoffee.com). This has been a hard time for small businesses and we still have much recovery work to do. We will celebrate the positives and everyone should come and enjoy the great food, people, shops and character of the 3rd Street Corridor and the entire District 10! |
Voter Suppression Has No Place in Our Democracy
I announced legislation to expand San Francisco's Chapter 12X city covered travel and contracting law to include states that enact voter suppression laws in response to Georgia enacting SB 202, a new election law that would limit vote by mail access, require strict IDs for voting, and implement more restrictions for voters.
This new voting law is a clear attempt to make it harder for Black people, people of color, and low income communities in Georgia to exercise their rights to vote. Throughout history, there have been recurring efforts to restrict the Black vote in this country and here we have another example of that. This is a threat to democracy as a whole and we cannot allow City and County of San Francisco dollars to support any state that enacts these voter suppression laws and make it harder for voters to exercise their rights.

DMV Driver's License & ID Renewal Photo Policy
Thank to my friend Kathryn, last year prior to the start of the pandemic, we passed a resolution urging the DMV to allow patients whose physical characteristics were changed due to medical treatment such as chemotherapy to use the existing photo on file for driver licenses and identification cards. I’m happy to announce that effective immediately, the DMV will allow applicants to request a renewal of their driver’s license or identification card using their photo on file, if available, due to a medical condition. The applicant must complete a Transmittal Form under “Utility Form” (DL 11) or submit a letter documenting the request. The request must contain: the applicant’s name, applicant’s DL/ID number, a statement requesting to use their prior photo due to a medical condition, and either a return address, phone number, or email.

Diversity & Inclusion: The Closure of JFK Drive
I made a request for a racial equity and economic equity study on the closure of John F. Kennedy drive at the April 13 SF County Transportation Authority meeting.
The recent special order to close off John F. Kennedy Drive in Golden Gate Park is an example of recreational redlining: the discriminatory practice of denying public recreation and access to people of color and people with disabilities.
Anecdotally we already see a lot of people from one area and a certain class of people enjoying the exclusionary opportunity to access the park. I would love to know the racial equity breakdown and economic equity breakdown of people who get to enjoy this segregationist policy.

Annual War Against Guns Activity March
The War Against Gun Activity (WAGA) Peace March on April 10th was well attended and communities from all over San Francisco came out to promote peace. Bringing everyone together is the only way we will end violence and gun violence. In solidarity!

Biking Throughout D10
I had an amazing bike ride with members from the PH Boosters, PreFund, IBNA, BMagic, DNA and SFMTA. We will continue working on equitable and better transportation options, as well as safe routes for all. We understand that we need to include everyone to improve transportation and keep our streets safe. Looking forward to working with community on this. Also excited to see all of the new protected bike lanes and improvements down Evans and Innes. More to come.

San Francisco Reopening Updates
Beginning Thursday, April 15, San Francisco will resume indoor live-audience events, performances, meetings, and receptions with capacity limits and following other protocols, and will expand existing guidelines for outdoor live-audience events, performances, and other activities. San Francisco’s reopening full updates can be found at SF.gov/reopening.
Please continue to wear a face covering, social distance, wash your hand for 20 seconds, and be vigilant in protect yourself, your family or your roommates from catching COVID-19. New Vaccine Site in Visitacion Valley!
Visitacion Valley is home to a large population of essential workers and communities of color that have been disproportionately impacted by COVID-19. This morning we launched the 1099 Sunnydale vaccination site in Visitacion Valley in partnership with DPH, FACES SF, J&J Community Resource Center, the Samoan Community Development Center and Visit Health. Residents that live in the 94134 zip code can make an appointment or drop-in from 9:30 a.m. to 3:30 p.m., Monday through Wednesday. Residents can also access vaccines on Wednesdays from 10 a.m. to 2 p.m., at the satellite site at 1652 Sunnydale, at the Sunnydale Community Wellness Center, operated in partnership with J&J Community Resource Center and Bayview Child Health Center. A third location, also on Sunnydale Avenue, will be added in the coming weeks. Residents can contact FacesSF at 415-239-8705 or at kwu@facessf.org to schedule an appointment.

Community Engagement for Vaccines Work!
For the past few weeks, Róisín Isner and Jackie Fielder have been working with volunteers to make hundreds of calls to Bayview seniors about vaccine access at SouthEast Health Center. Last week, SEHC saw a tremendous number of walk-in appointments; of the 1,277 vaccines administered, 57% of them (722) were walk-ins!
This is proof of what we already know. Community engagement works. So thankful to all of our neighborhood partners who have been doing such an incredible job connecting our D10 residents to vaccine appointments and COVID-19 relief resources.

District 10 Bayview Hub - Now Open!
|
The District 10 Office helped launch the Bayview Essential Services Hub located at 1800 Oakdale Ave in February, providing COVID-19 testing, food, financial assistance, and other many resources for residents.
Bayview and neighborhoods surrounding Bayview have the highest rates of COVID-19 cases and deaths, with Black and Latinx communities more likely to face death than their white counterparts. Multiple community groups, including the Latino Task Force, Black Wall Street, Rafiki Coalition, Young Community Developers, MegaBlack SF and the YMCA collaborated to launch this hub, dedicated to lessen the disproportionate harm the pandemic has upon our communities.

Hunters Point Shipyard Testing

As you know, our office has been fighting for additional Shipyard testing on Parcel A. On February 3rd, 2020, our office made an official request to the Navy asking them to support additional testing on Parcel A. On February 6, 2020, the Navy officially replied that they would not conduct this testing on Parcel A, even though we know that it is their responsibility to ensure that the entire Shipyard is safe for all. Our office remained determined and committed to ensuring that all residents on the Shipyard receive the safe housing and thriving community that they were promised. Our office immediately began to work on identifying and securing resources to conduct additional testing on Parcel A. Due to our fight for the safety of our Shipyard residents, there is now a soil testing plan in place to test Block 56 (on Parcel A) prior to any new construction. We are also making sure that all new blocks on the Shipyard receive testing prior to any development. Our goal is always to ensure safety for our residents and the surrounding community!
Additional details below:
The Office of Community Investment and Infrastructure (“OCII”) is currently funding the development of affordable housing on three sites on the Hilltop (Block 56 and Blocks 52 and 54). In collaboration with my office, OCII is working with the Development Teams on plans to conduct additional soil testing along with standard environmental review required for the sites prior to the start of construction. This additional radiological scope is elective and goes above and beyond standard site due diligence, however OCII and the Development Teams understand that this is an opportunity to provide added confidence to community members and other stakeholders that that the subsurface soil is free from radiological contamination. To this end, OCII and the Development Team for Block 56 on the Hilltop, Mercy Housing California and San Francisco Housing Development Corporation, have established a scope of additional elective radiological soil testing.
The elective scope will include testing soil borings from the site for radioactive isotopes that have been identified from previous activities at the Shipyard and in community meetings as radionuclides of concern for the Hunters Point Shipyard. We expect the testing to be completed over the Summer and the report to be available to the public by this Fall. OCII and the Development Team for Block 56 will be presenting information on the added scope at the June meeting of the Hunters Point Shipyard Citizens Advisory Committee. Additionally, the EPA sent out a fact sheet which included the following statement:
The Hunters Point Naval Shipyard Superfund site (HPNS) does not include Parcel A. Historically, the Navy used this area for residential and administrative purposes. Based on information gathered since 1991, the United States Environmental Protection Agency (EPA) is confident Parcel A is suitable for work, recreation and residential use. As such, EPA removed Parcel A from being part of the HPNS on the National Priorities List of contaminated sites (or Superfund list).

On Monday, April 5 the Street Crisis Response Team will begin work in Bayview, Monday-Friday from 12pm-8pm. We will now have professionals in our community responding to the needs of people who need support. Increased service across the City coming soon. |

SFMTA: Bayview Slow Streets - Feedback Wanted!
The SFMTA is proposing new Slow Streets in the Bayview and wants your feedback! Mendell Street (from Evans to Newcomb) and Scotia, Thornton, and Thomas Streets (from Silver to Griffith) are both recommended as temporary Slow Streets to provide more space for outdoor activity during the pandemic. |
Slow Streets are residential streets where the roadway is shared between cars and people walking, exercising or biking. They are great places to catch up with your neighbors, for kids to test their new bike riding or scooter skills, or to push your grandkids in their strollers. There’s no change to parking, deliveries, or services on Slow Streets, but through traffic is routed elsewhere so there’s more space for people to spread out.

District Attorney District 10 Community Liaison Team
The District Attorney's Office has formed a District 10 Community Liaison Team. The community liaison team will be directly responsive to the district’s residents about specific needs that emerge within the district and will serve as direct liaisons between constituents and the District Attorney’s Office. The Community Liaisons teams are made up entirely of volunteers within the District Attorney’s Office.
Community Liaisons will interface with members of their assigned district and will collaborate on strategies to enhance community wellbeing and safety. The community liaison teams intend to work closely with the supervisors in each district, as well as their staff. They will attend town halls and community events; engage with constituents; and serve as direct contacts for community members to the District Attorney’s Office.

SF Bike & Roll Week - May 10 - 14, 2021 City-wide
Bike & Roll Week, organized by the SF Bicycle Coalition as part of the Safe Routes to School Partnership led by the SFMTA, is for students city-wide to celebrate getting around under their own power. Whether you’re on a bike, scooter, wheelchair, or skateboard, it’s healthy, green, and FUN. Walking counts too! K-12 students across SF are invited to participate, whether they’re back to in-person learning or still remote. Elementary students can take part in daily activities exploring their five senses as they bike and roll, while middle and high school students can form teams to play the Bike & Roll Blowout, an app-based puzzle and creativity competition that teams can only win by getting out on wheels. Do you live in SF and have a spare bedroom or private space that can be turned into a bedroom? The San Francisco LGBT Center's Host Homes Program matches San Francisco volunteer hosts with young adults (ages 18 to 24) who need stable housing for a period of three months to one year. During this time, the young adult pursues their education and employment goals alongside support from our case management team, and is then positioned to find their own housing after the program period ends. The young adult participants have previously experienced unstable housing situations like couch surfing, sleeping in cars, and living in non-affirming households.
