Congratulations to all the graduates with the Class of 2023!Â
On May 31, Mayor Breed announced her Budget for Fiscal Years (FY) 2023-2025. The shortfall for the coming fiscal year (FY 2023-24) is $290.9 million and for the upcoming two fiscal years, the total deficit is $779.8 million.Â
Given this circumstance, my team and I are working hard to meet everyone's needs during this budget season and continuing to fight to preserve existing services and resources in District 10, including:Â
- no cuts to existing programs
- implementation of the District 10 Public Safety Plan and violence prevention measures
- prioritizing programming serving our most vulnerable populations
- supporting education, equity, skills training, career pathways, and small businesses for underrepresented communities
- investing in resources to reverse the impacts of structural and systemic racismÂ
- housing stabilization, including public housing
- COVID-19 recovery and economic stabilizationÂ
You may email public comment regarding the budget to board.of.supervisors@sfgov.org and you will have the opportunity to comment on the budget on Monday, June 26 at 10am until the last comment in person at City Hall or by phone.Â

On May 24th, we kicked off National EMS week by celebrating all of the dedication and incredible work our emergency medical workers do to save lives, respond to crisis, and more. On this day we honored the fire department and the artists for the amazing new art work at Fire Station 49. The art is reflective of the mission and values of the SF Fire Department, and our beautiful city.Â

On May 25, I had the pleasure of visiting The Midway in D10 to share remarks at the Department of Children, Youth, and their Families (DCYF) Summer Learning Conference for DCYF grantees.

On June 1, we kicked off Juneteenth and Pride Month with a reparations conversation and drag performance for the New Leaders Council.

On June 5, we joined DPW and SFMTA on Palou to kick off the construction for much needed residential traffic calming. Sixteen new traffic calming devices will be constructed on Palou Avenue, supplementing the four devices installed on Palou Avenue last year. All together, the SFMTA expects to implement over fifty new traffic calming measures in District 10 over the next six months. Our office has worked closely with residents and SFMTA to bring these changes so that we can have safer streets for pedestrians and cyclists.

Legislative Updates
Over the last month, I've introduced the following resolutions and hearings:Â
Resolutions:
- Resolution urging the Port of San Francisco and the Department of Homelessness and Supportive Housing (HSH) to keep Pier 94 open for unhoused residents in District 10.
- Resolution supporting SB 729 (Menjivar) to expand health insurance coverage to include treatments for infertility and fertility services.Â
- Supporting SB 290 (Menjivar), the Menstrual Equity Act of 2023, to expand CalWORKs to cover menstrual hygiene product purposes.Â

- Strengthening our Language Access: Over the last few years, we have been working closely with the Language Access Network, the Office of Civic Engagement and Immigrant Affairs, and our community to improve San Francisco's Language Access Ordinance. We anticipate to introduce this legislation before the August recess.Â

Making Palou Avenue Safer for All
This month, SFMTA will be partnering with Public Works to construct traffic calming improvements along Palou Avenue in the Bayview neighborhood . Through a community process with SFMTA’s Residential Traffic Calming Program, these improvements were submitted to slow down speeding vehicles and improve bike and pedestrian safety along Palou Avenue. Sixteen new traffic calming devices will be constructed on Palou Avenue, supplementing the four devices installed on Palou Avenue last year. All together, the SFMTA expects to implement over fifty new traffic calming measures in District 10 over the next six months.
The construction will last a couple months. Speed cushions, which are speed humps with slots to accommodate Muni and emergency response vehicles, will be installed on the following blocks:
- 1100 block of Palou Ave, Hawes St to Ingalls St
- 1200 block of Palou Ave, Ingalls St to Jennings St
- 1300 block of Palou Ave, Jennings St to Keith St
- 1400 block of Palou Ave, Keith St to Lane St
- 1700 block of Palou Ave, Newhall St to Phelps St
- 1800 block of Palou Ave, Phelps St to Quint St/Silver Ave
- 1900 block of Palou Ave, Quint St/Silver Ave to Rankin St
- 2000 block of Palou Ave, Rankin St to Selby St

Rental Laws: Housing Inventory & Landlord License
The City and County of San Francisco passed a new law that requires property owners to provide certain information to the Rent Board about their residential properties. If the owner provides the information, they will receive a license allowing them to impose annual and/or banked rent increases. An owner will no longer be allowed to impose annual and/or banked rent increases without this license. Most owners of residential housing in San Francisco are expected to report in information, including owners who are not landlords.

Free Summer Lunch to San Francisco Youth
SFUSD Student Nutrition Services will be offering 1 Breakfast and 1 Lunch to all youth (18 y.o. and under) in the community at no cost at over 40 schools with summer programming throughout June and July. See below for the list of school sites, dates, and meal times. Youth do not need to be enrolled in the summer program to access a meal on the following sites. All meals must be eaten at the school site (no grab n’ go meals or taking meals off site allowed).

Caltrans Weekend Closure
Caltrain will be suspending its service between San Francisco and Millbrae Stations on the weekends of June 10-11 and 17-18 in order to accommodate Caltrain Electrification construction and testing. Construction crews will continue to erect poles and hang wires for the Overhead Catenary System (OCS), as well as installing and testing signaling equipment.Â
Caltrain encourages riders to seek alternative transit options. Limited bus service, known as a bus bridge, will be provided to Caltrain-dependent riders traveling to or from the affected area.Â
These will be the 13th and 14th of approximately 30 weekends in 2023 in which service will be adjusted to accommodate construction and testing for electrified service, which is expected to launch passenger service in fall 2024. Thus far, construction crews have installed 59 poles this year along with over 200,000 feet of wire.Â

SFMTA Traffic Calming Applications: Apply Soon - July 1
Did you know the SFMTA has a residential application-based traffic calming program where residents can request traffic calming for their block? Please take a look at the program website  to learn more about the application and evaluation processes. In particular, the SFMTA is revamping their application-based process to be simpler, more responsive, and more expedient. Starting July 1, 2023, traffic calming applications will be accepted and evaluated on a rolling quarterly basis, which should result in as much as a two-year decrease in time from application to construction compared to the previous process. SFPUC: Adopt-A-Drain Program
The San Francisco Public Utilities Commission’s (SFPUC) Adopt a Drain Program launched in 2016, providing an opportunity for community members to help their neighborhoods, the City, and the environment by keeping storm drains clear of leaves and trash. We are excited to share these notable updates below.
Highlights:
- The number of drain adopters nearly doubled in January 2023 alone, from 2,700 to 4,700, as residents helped respond to the historic rainy season.
- We’re scheduling our next tool giveaway event for this fall – registered drain adopters will receive an email.
- We’ve launched a new and improved Adopt a Drain website: http://adoptadrain.sfwater.org, where people can learn about the city’s 25,000+ storm drains on an interactive map, join the program, adopt drains, (un-adopt drains if they need to), give their drains fun names, and see what names others have given their drainss
