Happy Juneteenth!
This week, President Joe Biden signed into law officially declaring June 19 as Juneteenth National Independence Day, a federal holiday commemorating the end of slavery in the United States. This is historic! We have celebrated this day for decades, but now it is finally official and will receive the attention and recognition deserved as a holiday.
Here in San Francisco, we have several events celebrating Juneteenth in the community:

Happy Pride Month!
San Francisco has been at the forefront of LGBTQIA+ rights from the Compton Cafeteria Riot in August 1966 in the Tenderloin marking the beginning of transgender activism to being the first city in the United States to issue same-sex marriages. Celebrate the rich history of pride with us tomorrow with a bike ride from Chase Center to Gilman Park where we will join the Juneteenth Celebrations.

District 10 Office & Legislation Updates

We’re Back! We’re Excited! We are now reopening our office and City Hall! City Hall has officially reopened!
In-person City Hall counter services for the Office of the Clerk of the Board of Supervisors are opened and District Supervisor offices will be on an appointment-only basis. Members of the Board and staff will reconvene for in-person legislative proceedings and business beginning June 29, 2021. Members of the public will continue to participate remotely in legislative proceedings, pending updated health and safety guidance from the Health Officer regarding large indoor public gatherings.

The San Francisco Budget
The Board of Supervisors is currently reviewing the budget for the 2021-2023 fiscal year. The Budget Committee expects to conclude their final deliberations on the add back package by Monday June 28th. Please see Budget calendar here.

Legislation Introduced
This past month, I introduced the following pieces of legislation:
- Establishing the Redistricting Task Force - every 10 years after the the results of the U.S. Census is published, San Francisco is tasked to redraw district lines. I introduced legislation to establish the nine-member task force comprised of three appointments from the Board of Supervisors, the Mayor, and the Department of Elections. A vacancy notice will be going out soon from the Board of Supervisors and interested persons can apply here.
- Expanding the City's Committee on Information Technology (COIT). COIT is in charge of accessing the City's technology needs and policies for technology usage. I'm proposing to add a seat for the Clerk of the Board, the department head of the Board of Supervisors and the Director of the Human Rights Commission. Find out more about COIT here.
- A resolution supporting AB 1584: Residential Certificate of Preference, led by Assembly Member David Chiu, to prioritize descendants of people displaced under redevelopment initiatives for city-funded affordable housing lotteries. San Francisco has has been at the forefront of creating a certificate of preference program for residents who were displaced, Chiu's AB 1584 expands this to the state.
I also co-sponsored the following pieces of legislation led by my colleagues:
- An ordinance prohibiting landlords from evicting residential tenants for non-payment of rent due between July 1, 2021 to December 31, 2021, provided the tenant has paid at least 25 percent of the rent owed led by Supervisor Dean Preston. Although we have officially reopened, we know many of our residents are still impacted by the economic effects of the pandemic and are slowly getting back on their feet. Residents who were behind on rent can apply to the City and State's rent relief programs.
- Adopting a parental leave policy for the City's Boards, Commissions, and Advisory Boards and allowing a member to attend public meetings by teleconferencing when permitted. Led by Supervisors Myrna Melgar, Connie Chan, Hillary Ronen and Catherine Stefani. San Francisco prides itself as a family friendly city and our policies for members of boards, commissions, and advisory boards should reflect that when a member needs to take parental leave.
- Legislation helping our small businesses who were legally required to shut down due to the COVID-19 pandemic to be excused from having to pay rent that came due during the shutdown, led by Supervisor Preston.
- During the pandemic, many non-profits stepped up to provide basic food and necessities to our communities. I co-sponsored legislation led by Supervisor Safai to establish a special fund for grants for food empowerment markets.

Reparations Advisory Committee Inaugural Meeting
First and foremost I want to thank the entire Black community in San Francisco for pushing and fighting for reparations. To commemorate the 100 year anniversary of the tragic massacre at Black Wallstreet (Tulsa, Oklahoma, 1921), we had the first official African American Reparations and Advisory Committee meeting. Never forget history as we keep fighting for equity! |

Groundbreaking: Power Station
On May 27, we broke ground with the community at the Power Station, which will be home to 30% affordable housing (on a private development), open space, office space, community center, childcare and more benefits for community! We build affordable housing in District 10 and will continue! Thank you to the resilient Dogpatch and Potrero Hill Communities for pushing the developer to give you exactly what you wanted!

Face coverings
If you are fully vaccinated, you do not have to wear a face covering, unless you are in a situation where masks are required.
If you are not yet fully vaccinated, you must wear a face covering indoors in public buildings.
Everyone should carry a face covering at all times, because you will still need it in some cases.
This includes:
- On public transportation (or waiting for it)
- Driving or riding in a taxi or rideshare vehicle (even by yourself)
- Working a job where you interact with others (like restaurant server or grocery store clerk)
- At a business where they require masks for all patrons, no matter their vaccination status
You will not be allowed to board public transportation if you are not wearing a face covering.
Scarves, ski masks, balaclavas, or bandanas are not allowed on any public transportation (or waiting for it). This is by CDC order. See SF guidance on traveling on public transit.

What's open
Events with more than 5,000 people are allowed. But organizers must follow requirements for mega-events in the health order about vaccination, testing, and masks.

Vaccination
We have reached an exciting milestone -- 80% of SF residents over 12 have received at least one dose of the vaccine and 70% of SF residents over 12 are fully vaccinated! San Francisco is the first major city in the U.S. to reach this milestone! Please see the news release here for more.
Vaccines continue to be available through the network of high-volume and community sites throughout the city. Moscone is open for drop-ins 10AM – 6PM, 7 days/week, including weekends until 7/14, except July 4th holiday. The last day of operations at City College SF is 6/26. We're continuing to have special vaccination events and are partnering with community groups to provide vaccines at Pride and Juneteenth celebrations. We're also partnering with SFUSD to ensure vaccines are easily accessible to students and their families. The District 10 Office helped launch the Bayview Essential Services Hub located at 1800 Oakdale Ave in February, providing COVID-19 testing, food, financial assistance, and other many resources for residents.
Bayview and neighborhoods surrounding Bayview have the highest rates of COVID-19 cases and deaths, with Black and Latinx communities more likely to face death than their white counterparts. Multiple community groups, including the Latino Task Force, Black Wall Street, Rafiki Coalition, Young Community Developers, MegaBlack SF and the YMCA collaborated to launch this hub, dedicated to lessen the disproportionate harm the pandemic has upon our communities.

SF Emergency Rental Assistance Program
The City’s new emergency rental assistance program is accepting applications. The City’s program is designed to keep tenants in their homes by leveraging existing eviction protections and maximizing prospective rental assistance.
San Francisco’s local program can provide up to six months of rental assistance including three months of future rent. The local program will prioritize the most vulnerable tenants using an evidence-based screening tool that considers a range of factors, such as past homelessness and extremely low household income. San Francisco’s program is in addition to the State’s rental assistance program, which will provide rental assistance for unpaid rents for the period of April 2020 to March 2021. |

Help Stretch Our Water Supply!
This is the second dry year in a row for California. We know San Franciscans use water wisely and we thank you for your commitment to conservation. We must continue to do what we can to make the most of our water supplies in case this dry trend continues. We are asking San Franciscans who are able, to please be more efficient with your outdoor water use. The San Francisco Public Utilities Commission offers lots of resources to help you use less water both indoors and out. Utilize the SFPUC’s free Water-Wise Evaluations, rebates and incentives, and free toilet program.

District Attorney District 10 Community Liaison Team
The District Attorney's Office has formed a District 10 Community Liaison Team. The community liaison team will be directly responsive to the district’s residents about specific needs that emerge within the district and will serve as direct liaisons between constituents and the District Attorney’s Office. The Community Liaisons teams are made up entirely of volunteers within the District Attorney’s Office.
Community Liaisons will interface with members of their assigned district and will collaborate on strategies to enhance community wellbeing and safety. The community liaison teams intend to work closely with the supervisors in each district, as well as their staff. They will attend town halls and community events; engage with constituents; and serve as direct contacts for community members to the District Attorney’s Office.

Heron's Head Park - Nature Exploration Area
We are excited to share with you the concept design for the Nature Exploration Area (NEA) at Heron's Head Park. The NEA will create a unique space that allows for active play, passive recreation, gathering with friends and family, and creates pockets for exploration to stimulate the senses and inspire imagination. Many thanks to those of you that participated in the in-person design jams and provided ideas through the community survey.

Transit Lane Scope: 19 Polk
Temporary emergency transit lanes will be implemented on 7th and 8th streets in the South of Market neighborhood, critical corridors for the 19 Polk as it makes its way through downtown traffic.
The temporary transit lanes will generally be in the curbside lane on:
- 7th Street, Market to Townsend
- 8th Street, Market to Bryant Street
In these locations, an existing travel lane will be converted to a transit lane. This work would consist of stenciling “Bus Only” (or a similar message) in the existing lane and installing signage. Modifications to turning lanes may also be needed at some intersections. Red color in the lane is not proposed as part of this temporary transit lanes installation.
Once temporary emergency transit lanes are installed, we need your input to help evaluate them. Sign up for project updates and to take a community feedback survey. You will receive a link to the survey via email or text shortly after temporary transit lanes are installed.
