Budget Update
Even though we are facing a deficit worth hundreds of millions of dollars, we were able to pass a budget today that maintained critical funding for vulnerable populations. In this budget, we funded the Office of Reparations, carved out resources to provide increased support for the Pacific Islander Community, secured the funding for the four Recovery Hubs (2 in District 10), maintained funding for our District 10 Safety Plan, restored cuts from the draconian MOHCD proposed cuts, restored funding to combat domestic violence, and protected vital child care and homelessness resources. I want to thank Chair Supervisor Connie Chan and her aide Frances Hsieh, all of my colleagues on the committee, Tracy Brown-Gallardo from my Team (as well as the entire District 10 Office and our amazing interns) for all of your hard work to bring this budget home!
Pier 94 Update
After several months of uncertainty for Pier 94, Site F will stay open for the time being after the Port and HSH have come to a verbal agreement. This is a result of the continued advocacy from the community, residents, staff, and volunteers who have seen the positive impacts that Pier 94, Site F has had on addressing homelessness in Bayview Hunters Point, and quite frankly for the city as a whole. Pier 94, Site F is a very special place where residents, staff, and volunteers have created a tight community, supporting folks experiencing homelessness to transition into a more stable environment and eventually into permanent housing. Residents can bring their pets and have access to a shower and restroom in their RVs, along with two meals a day, on-site medical services, on-site behavioral health services, electricity, laundry service, shelter shuttle service and connection to other needed services. This is a one-of-a-kind community and model that does not exist elsewhere, and it is all thanks to the staff and volunteers, and people residing at the site, who have poured their heart into creating and supporting this community.

Anchor Brewery
Last week, our office heard the sad news that Anchor Brewing was shutting down. Anchor Brewing has been a historical staple of San Francisco, particularly in District 10. This is a travesty for the community, the city, and the Bay Area. I found out that Sapporo, the parent company of Anchor Brewing, has always been a bad operator. It is very unfortunate that they did not notify the city or their own employees beforehand. Community and employees, including some who have worked over 35 years at Anchor, and city leadership were all blindsided by Sapporo’s actions.
The most recent update we have heard from management is that approximately two dozen investors, individuals and companies have expressed interest in some or parts of Anchor Brewing. My hope is that whoever is able to take on the legacy of Anchor Brewing Co., ensure that our current Anchor workers keep their job under the new management. I also urge the City and County of San Francisco to commit to preserving the space and zoning at Anchor Brewing located at Mariposa & DeHaro as a Production, Distribution, and Repair (PDR) zone. PDR uses are limited in the city but contribute a lot to the city’s economy so it is important that we do our due diligence in preserving them.

June 10th was a busy day:

We joined the First Annual Juneteenth Parade. It was an amazing time and we are already looking forward to next year’s parade being even bigger and better.

We also went to What’s the Scoop on 3rd Street for their ice cream social and had a delicious hand dipped waffle cone and ice cream. Make sure you come out and support this small black owned business.

We also checked out the Batters Up Guns Down Juneteenth Unity Games Against Gun Violence at Gilman Park. There was a great turnout and fun activities for the whole family.

In the evening, we headed to the Southeast Community Center for the J&J Resource Center and Rooted all white affair. It was a beautiful evening with entertainment by Michael Colyer and Carl Thomas.

On June 11th we celebrated with the Visitacion and Sunnydale community for the 25th Annual Family Day in honor of Dr. Ruth Jackson.

On June 13th at the Board of Supervisors meeting our office honored and acknowledged the amazing work from Principal Michael Essien from Dr. Martin Luther King Jr Academic Middle School. He has dedicated over 31 years of his life as an educational leader fighting for equity and has helped transform MLK Middle School into a Community School through partnerships with over 50 organizations in San Francisco. It was my honor and privilege to work with Principal Essien when I served on the Board of Education, as I knew our students were in good hands with a site leader willing to put in real work to affect change and improve outcomes. San Francisco will miss your leadership, passion, and compassion.

On June 14th I joined the team at 3rd Street Youth Clinic as they kicked off their grand opening of their new facility on 800 Innes. Now they can serve even more youth in the community!

On June 16th our team attended the SF Black Wallstreet Inaugural Juneteenth Gala. It was a packed house and an amazing event. Our very own, Natalie Gee, was honored for her amazing work as an ally to the Black community and we are so very thankful and proud to have her on our team.

On June 18th we continued the Juneteenth celebration at Gilman Park with the community. Another great celebration to commemorate freedom. We have come far, but have so much further to go.

On June 21st we had a great summer kick-off with MoMagic, the Human Rights Commission, and Public Defender Mano Raju. There will be plenty for our young people to do in SF this summer!

On June 25th we had the pleasure of marching with the D10 Pride Contingent in the annual Pride Parade. This is a continued fight for all communities, especially our LGBTQ community. We must continue the fight and love on each other.

On June 27th we joined Congressmen Kevin Mullin at the Visitacion Valley Community Center with Vis Valley Community Unity (VVCU) and community leaders, to learn about his work in congress and to discuss future opportunities.

On June 29th we joined the community meeting in India Basin to discuss mitigation measures for the work of phase 1 happening in the community over the next few months. We look forward to staying engaged as work moves forward.

- On July 12th we celebrated 70 years of Whitney Young (along w/ FACES SF). Thank you for serving the youngest in Bayview Hunters Point for decades. We appreciate all of the educators and families that have been a part of this learning legacy.
- On July 13th we visited The Dogpatch Hub and were able to see the beautiful space that community fought to secure for the neighborhood. Looking forward to all the types of utilizations this opportunity now provides. This is a testament to the power of people!
- Also on July 13th Natalie, Percy, and I had a chance to visit Station 35 to discuss all of the great rescue work they do and the continued work to bring more fire boats, jet skis, and water rescue equipment closer to Crane Cove and Candlestick for faster rescue times. We will get this done! Thank you Lt. Alba, Deputy Chief Luttropp, and Captain Giacalone for showing us the station.
- On July 15th there was a wonderful STEAM Festival today the Potrero Neighborhood House. The festival is an annual interactive event where underserved communities can expand their knowledge and excitement in the areas of Science, Technology, Engineering, Art, and Math. Shout out to all of the students and family members here today. Come to the Nabe and check it out at 953 De Haro.
- Also on July 15th, we celebrated the opening of yet another business on the 3rd Street corridor! Balloon Sistah’s (@ 1624 Oakdale Avenue, at 3rd). We are so excited for this new business as we continue to work on supporting and opening new businesses here in community. Come and get your birthday, holiday or any event balloon arrangement!
- On July 16th we had an amazing afternoon at the My Voice My Power Scholarship Gala. I’m proud of all of the scholars and super proud of Shavonne Hines (and all of the young people that make up the board of directors) for working so hard to make this opportunity possible. Shavonne is the truth and we are so excited to see what she does next! This is the power of young people at its finest! Congratulations to all the scholarship awardees! Continue to shine!

Legislative Updates
Over the last month, I've introduced the following resolutions:
Resolutions:
- Resolution supporting Assembly Constitutional Amendment No. 4, authored by Assembly Member Isaac Bryan and Senator Josh Becker, to restore the right to vote for incarcerated people in the California State Constitution.
- Resolution supporting Assembly Constitutional Amendment No. 8, introduced by Assembly Member Lori Wilson, to prohibit slavery in any form, including forced labor as a punishment to a crime.
- Resolution supporting the Anchor Brewery legacy, their workers and preserving PDR space.
- Resolution urging city contractors that have participated and or profited from slave trade to make voluntary contributions to ameliorate the legacy of slavery as part of our work on reparations as part of Chapter 12Y: the City's Slavery Disclosure Ordinance.

- Strengthening our Language Access: Over the last few years, we have been working closely with the Language Access Network, the Office of Civic Engagement and Immigrant Affairs, and our community to improve San Francisco's Language Access Ordinance. Save the date as we will have a community press conference at the steps of City Hall on Wednesday, July 26 at 12pm.

Department of Justice's Response on Banko Brown
On May 24, 2023, I sent a letter of inquiry to the Department of Justice (DOJ) requesting a review of the San Francisco District Attorney’s handling of the case involving the death of Banko Brown.
Last week, the DOJ sent the Board of Supervisors the following official response:
“We appreciate the benefit of having your views in this matter. Consistent with Justice Manual § 1-7.410, the Department acknowledges receipt of your letter and will refer your request for a review to the proper investigative agency or component for assessment. The Department takes requests of this nature seriously. The Department does not ordinarily confirm or deny the existence of an investigation. You should not interpret this acknowledgement as confirmation of an investigation of the matters described in your letter.”
We will keep working to seek justice for Banko Brown.

Rental Laws: Housing Inventory & Landlord License
The City and County of San Francisco passed a new law that requires property owners to provide certain information to the Rent Board about their residential properties. If the owner provides the information, they will receive a license allowing them to impose annual and/or banked rent increases. An owner will no longer be allowed to impose annual and/or banked rent increases without this license. Most owners of residential housing in San Francisco are expected to report in information, including owners who are not landlords.
