Voting Information:
November 8 is Elections Day, vote-by-mail ballots have been mailed to registered voters. You may vote by mail via USPS, or visit the Voting Center at City Hall before Election Day, or at your local polling place on Election Day. You may register to vote until November 8. Make a plan to vote with the options available at the SF Department of Elections.Â

Staff Transitions
After almost four years working with the District 10 office, Abe Evans has transitioned from our office to attend law school at Fordham University in New York. Abe has been with the D10 team since the beginning and has been instrumental overseeing constituent issues and staffing on Dogpatch and Potrero Hill issues. Although we will greatly miss Abe, we wish him the very best on his journey to obtain his JD.
Introducing Lindsey Lopez-Weaver,  a Bay Area native, who has worked in education and nonprofit for the past 18 years. For the past decade, Lindsey has been dedicated to the District 10 community through her work at Young Community Developers (YCD). She is a strong program and project management professional with an established track record of meeting program objectives while working with and keeping community at the forefront. She is an innovative trainer with extensive experience in youth programming and job readiness training. In her spare time, Lindsey loves spending time with her partner and daughter, exploring locally and abroad. Lindsey has taken over Abe's portfolio and will be the main point of contact for constituent relations. Her contact information is lindsey.lopez@sfgov.org.Â

All Out SF - October 19
I'm hosting an office hours tomorrow, on Wednesday, October 19th from 2-4 PM at Philz Coffee at 1258 Minnesota St. to meet you! I'll be joining many of my colleagues that day in hosting a time to meet my constituents in person as a part of the citywide effort called All Out SF (www.alloutsf.com).

Legislative Updates
The District 10 Office has been keeping busy over the last few months creating and passing legislation, we've passed the following:Â
- A resolution urging airline service contractors operating at SFO to protect workers to create and maintain as many full-time jobs as flight schedules allow.Â
- A resolution initiating the landmark designation at St. James Presbyterian Church on 240 Leland Avenue, this will be the first historical landmark designation in the Visitacion Valley neighborhood.Â
- A resolution approving the MOU between Peninsula Corridor Joint Powers Board (Caltrain), Santa Clara Valley Transportation Authority, San Mateo County Transit District, and the City and Count of San Francisco relating to the governance of the Joint Powers Board (JPB).
- A resolution supporting workers at Starbucks to unionize.
- A resolution urging the District Attorney's office to continue the Innocence Commission.
- A resolution urging US Dept. of Health and Human Services to suspend the relocation and transfer of patients from Laguna Honda Hospital.Â
- An ordinance to re-establish the City's Workforce Alignment committee to pan and coordinate the City's Workforce Development programs.Â
- A resolution recognizing September 10, 2022 as Korean Chuseok Day and honoring the Korean American community.Â
- A resolution recognizing every September as Childhood Cancer Awareness Month in SF.Â
- A resolution supporting efforts to improve air quality in SF and declaring "Clean Air Day."

Pacific Islander Cultural District
I am honored and proud to introduce the first-ever Pacific Islander Cultural District and the tenth Cultural District here in San Francisco in Visitacion Valley. We have done everything we can to make sure that no community is ignored under our watch. The PI Cultural District will highlight the histories and contributions of the Pacific Islander community here in the City.
Many PI residents from the Sunnydale area started community churches, restaurants from their kitchens, created space for meeting of high chiefs, and conducted fundraising in the neighborhood; more importantly, the Visitacion Valley and Sunnydale neighborhoods are where the PI community lost many loved ones; this area serves as a special memorial to honor all the PI community kids, youth, and adults that were victims of gun violence, hate crimes, and other domestic violence.
The boundaries of the Pacific Islander Cultural District will be defined as Visitacion Valley Avenue along the south side of Campbell Avenue to San Bruno Avenue, to Bayshore Boulevard at Hester Avenue, along Hester Avenue looping back to Bayshore Boulevard to Geneva Avenue, along the north side of Geneva Avenue to Moscow Street, to the east side of Moscow Street to France Avenue, to the south side of France Avenue to La Grande Avenue bordering the west border of McLaren Park to Sunnydale Avenue at Persia Avenue, along Persia Avenue, which turns into Mansell Avenue to Visitacion Valley Avenue through McLaren Park to Campbell Avenue.
Thank you to the community for your resiliency and pushing us to make this happen. The PI Cultural District will be heard at the Land Use and Transportation Committee in the next few weeks. We will keep you posted.Â

Lucky's at Bayview Plaza: Grand Opening

SAVE THE DATE: WEDNESDAY, OCTOBER 27, AT 10:00AM. Join us and the community for the grand opening and ribbon cutting of the Lucky's at Bayview Plaza on Third Street. Â
Lucky's brings much needed access to fresh healthy food and produce in the Bayview neighborhood as well as community activation and local jobs. Bayview has historically been and still is a food desert located in the southeast part of San Francisco where there is limited access to affordable, fresh, healthy, and nutritious food. This location was vacant for several years after the previous store, Walgreens, closed their doors, leaving the entire Bayview neighborhood with only one supermarket grocery store and a loss of local jobs.

Board of Supervisors Response to the
Civil Grand Jury Report on the
Hunters Point Naval Shipyard
On September 15, 2022, the Board of Supervisors Government Audit and Oversight Committee held a hearing on the Civil Grand Jury Report: Buried Problems and a Buried Process: The Hunters Point Naval Shipyard in a time of Climate Change.Â
The Civil Grand Jury began this investigation with a question about the potential impact of groundwater rise due to climate change on the future of the Shipyard. Over the past decade, new coastal adaptation science has emerged to show the ways shallow groundwater reacts to sea level rise. In brief, as the sea level rises, shallow groundwater near the shore rises with it, and can cause flooding, damage infrastructure, and mobilize any contaminants in the soil. The Jury asked if rising groundwater could pose special risks to health and safety in the low-lying, heavily polluted landscape of the Shipyard. The Civil Grand Jury proposed some recommendations for the City and Board of Supervisors to adopt.
On September 29, 2022, on behalf of the Board of Supervisors, I submitted a response to the CJG report, which includes:
- Working with SFDPH to increase staffing to adequately address issues and problems that have arose on the Shipyard that have been missed by the Federal Facility Agreement signatories;
- Creating an independent commission and requesting a third party study of sea level rise and affects on the Hunters Point Naval Shipyard.Â
- The Board of Supervisors intends to create a short-term task force within 18 months to develop recommendations to address the findings in the Report.
- SFDPH will continue monitor the 5-year review from the Navy to evaluate past remedies.Â

FDA Orders JUUL to Pull All Products
Over the summer, the FDA ordered the San Francisco-based e-cigarette company JUUL to pull all of its products from U.S. shelves stating that the company's claims that their vape products help ween smokers off cigarettes are suspect, or even outright bogus.Â
Three years ago, I along with then-City Attorney Dennis Herrera led the effort to ban e-cigarettes without FDA approval from San Francisco. San Francisco voters also upheld the vaping ban against JUUL.Â
I had the opportunity to discuss the FDA ban on JUUL with Stephanie Lin on KRON4 and how JUUL is trying to fight it. We beat them in San Francisco and we will continue to protect young people from harm and from devices that target and lead them to a lifetime of addiction.Â

National League of Cities:
Large City Council Presidents Convening
Last month, we co-hosted the National League of Cities: City Council Presidents Convening with San Jose Vice Mayor Chappie Jones. We had about 19 City Council Presidents from all over the United States from cities with more than 400,000 residents including Honolulu, Nashville, Austin, and Columbus. We started the first day in San Jose and we highlighted our Caltrain system and the upcoming electrification project. In San Jose, we learned about their housing developments and partnerships, we had a conversation with San Jose Mayor Sam Liccardo and we spent the afternoon on a mobile tour visiting housing and homeless solutions that San Jose has implemented.
On the second day, we hosted everyone here in San Francisco and had a panel on civility in politics. Our very own Dr. Sheryl Davis lead a conversation on racial equity, and in the afternoon, we visited the Latino Task Force – a model for COVID-19 community response and the Bayview Vehicle Triage Center, to share one solution to addressing needs around people experiencing homelessness. It was great learning from other city council presidents as well as sharing what we have done as the Board of Supervisors here in San Francisco. I’m excited to bring some ideas that we have learned back to the Board.

Herz Playground Groundbreaking
Monday, October 24, 2022; 4:30 - 5:30pm
1701 Visitacion Avenue
The final playground design will feature two areas, one for younger children and one for older children. The large interior concrete walkway and site walls that currently bisect the two areas will be removed and replaced with a more organic, sweeping pathway and the site grading will be adjusted to minimize the use of retaining walls and ramps. The primary colors utilized at the site are inspired by the McLaren’s green grasses, the native California Poppy, and bright blue of the clubhouse mural. The little kids’ area will have a play structure with slides and activity panels. There will be toddler swings, a bobble rider and harmony flower chimes. The big kids’ area will have a large play tower with two slides, a track ride, climbing wall, swings, and steel drums. Boulders and landscaping will be incorporated to foster the natural park setting. Other upgrades to the site will include replacing worn site furnishings such as picnic tables and benches, upgrades to the existing clubhouse bathrooms for code compliance and a new drinking fountain. |
