This year we introduced and co-sponsored 33 ordinances, 124 resolutions, and called 11 hearings. Most notably, we passed legislation on:
- Requiring the Police Department to create a Community Policing Plan for each police station
- Reestablishing the City Workforce Alignment Committee to plan City Workforce Development
- Creating the Shelter Grievance Advisory Committee to advise the Department of Homelessness and Supportive Housing on policies and procedures for clients of City-funded shelters to appeal denial of shelter services
- Capping delivery fees of mobile food and beverage apps to no more than 15%
- Amending the Planning Code to allow signatures of Verified Tenants to count towards the threshold of Conditional Use Appeals.
- Requiring automatic sprinkler systems in high-rise buildings.
- Revising Covid-19 Rent Resolution and Relief Fund for direct assistance to low-income tenants
- Designated the first historic landmark in Visitacion Valley
- Initiating the Pacific Islander Cultural District for the Visitacion Valley neighborhood
As we start the next four years of my term on January 8, 2023, we'll be recapping the successes of the last four years and sharing legislation and community projects to look forward to in the next issue.

NEW: Central Subway T-Third:
Direct from Sunnydale Station to Chinatown Rose-Pak Station!

On Saturday, January 7, the T Third starts its historic new route, providing a direct Metro connection between Sunnydale and Chinatown-Rose Pak Station. Service runs Mondays through Fridays, 6 a.m. to midnight every 10 minutes and Saturdays and Sundays, 8 a.m. to midnight every 12 minutes.
Join the District 10 office on January 7 at 12:30pm at Sunnydale Ave and Bayshore Blvd to celebrate this historic route!
The new T Third route will travel north to the new Central Subway from 4th & King platform. It will no longer turn onto King Street or run along the Embarcadero and the Market Street subway. Also, the K Ingleside will now travel between Balboa Park and Embarcadero Station.
New Transfers:

For service on Embarcadero to Folsom, Brannan, Oracle Park (2nd & King) use the N Judah. Northbound T Third customers heading north can transfer to the N Judah at 4th & King. Southbound T Third customers can transfer to the N Judah from Union Square/Market Street Station to Powell Station.

J Church, K Ingleside, M Ocean View, N Judah and BART customers transferring to the T Third will get off at Powell Station go to the new Union Square/Market Street Station. The two stations are connected underground. New signage will help direct customers.

新 T 線列車服務從1月7日開始

Visitacion Valley & Portola Transportation Plan
During the project’s early outreach we got a lot of input from Visitacion Valley and Portola communities. We turned this input into a series of potential projects. During our second phase of outreach in s ummer 2022 , we reached over 1,000 residents and collected almost 300 surveys and 250 additional written comments and used what we learned to refine the proposed projects.
On November 30 we will circulate our Draft Plan, which includes:
- Over $25 million in infrastructure projects across Visitacion Valley & Portola
- A concept design for Mansell Street that proposes transforming the median into a community open space
- Policy recommendations for other community needs and challenges outside the scope of the Visitacion Valley and Portola Community project
Now, we’re asking residents to tell us which projects to build first. Please rank these projects in our survey.

SFMTA Updates: Gilman Avenue Traffic Calming
Our office has been working with the MTA to implement traffic calming measures along Gilman Avenue. Here is the latest update from SFMTA:
The intersections of Arelious Walker Drive and Bill Walsh Way on Gilman Avenue are less than 200 feet apart. When the team evaluated both locations, it was decided to implement an All Way Stop Sign at the intersection of Gilman and Bill Walsh Way since it was adjacent to a park and a church with an active daycare. There are also existing crosswalks there, including a PSZ (Painted Safety Zone).
Our Traffic Engineers decided to extend the red zone on the north side of Gilman Avenue, west of Arelious Walker Drive to improve the sight distance for those driving on Arelious Walker Drive, attempting to turn on to Gilman Avenue. Our colleagues will make every effort to continue reviewing the intersection if additional safety measures are needed in collaboration with our Traffic Calming team.
The Traffic Calming (TC) team did receive an application east of Gilman Ave (to Donohue) that currently under the evaluation phase. Depending on paving plans, a new striping plan can be one of the possibilities. Our TC team will work closely with Operations in identifying the most effective traffic calming measures.

SFMTA Updates: 48 Quintara Follow Up
The 48 Quintara/24th Street was moved from 3rd Street to Tennessee Street after seven collisions occurred in the past two years. Every day,transit operators navigate the complex streets of San Francisco. Muni has one of the best safety records of comparable agencies, and we work every day to further improve safety.
SFMTA hopes to resolve community member’s and your frustration by consulting them in assessment of acceptable, safe alternatives, including the existing routing on Tennessee Street. Along with a community survey in January, we will work with community members to ensure that concerns and preferences are reflected in the bus route options and provide feedback on how public input influences the outcome. Technical analysis of possible solutions is underway by SFMTA planners, and we hope to vet acceptable solutions with the community as soon as possible.
Our office will continue to work with the community and SFMTA to come to a resolution for this area.

Sea Level Rise & Groundwater on the Shipyard
We have been meeting with community and OCII to receive information about entities that have the ability to conduct the independent research about sea level rise and groundwater on the shipyard. We will follow up when we have more details around the entity that can do the work in this area.

Holiday Toy Drives
Earlier this month, I had the opportunity to attend various Toy Drives throughout the District and San Francisco. At Regalitos 2022, along with Supervisor Hillary Ronen, Assessor-Recorder Joaquin Torres, and Santa Claus, we made sure that all the students at Mission Education Center had toys for the holiday season. In Visitacion Valley at APACC's Annual Toy Drive, we made sure hundreds of families had toys for the holiday season and had an opportunity to take a photo with Biker Santa Claus.

Standing with Workers
I stood with SEIU to support all Gig workers. We knew Prop 22 would hurt workers' opportunity to receive deserved benefits, equitable pay, and fair working conditions. We will keep fighting Prop 22 and its unconstitutionality, because all workers need to have these basic benefits and protections.
When Elon Musk laid off all their janitorial workers from the Twitter headquarters right before the holidays, I stood with the janitors and along with City Officials to urge Twitter to comply with the Displaced Workers Act, to provide opportunities for the janitorial staff and security guards to continue employment. San Francisco is not a playground for wealthy CEO's to break laws and hurt working people.

Breaking Ground for "The Hub" at Sunnydale
We broke ground on another brand new facility in Sunnydale “The Hub”, that will have a Boys and Girls Club, Gym, Childcare, Children and Youth Activities, and Storefronts. A state of the art place for residents and families to enjoy programs and services in this amazing neighborhood. So proud to finally see this coming into fruition and looking forward to the many opportunities that will be provided. We will continue to fulfill promises in the Sunnydale community and make sure we achieve equity for the entire neighborhood!

ICYMI: Interivew on TMZ regarding Killer Robots
I had a chance to interview with TMZ to discuss the bad plan to allow "Killer Robots" as a weapon for law enforcement in San Francisco. SF was heading down a dangerous and slippery slope with this proposal to deploy robots that can use lethal force. I gave examples of ways that armed police robots could backfire. opposing this policy does not make me anti-cop, but pro-people of color. People of color would be disproportionately harmed if these robots were deployed at city crime scenes. Luckily, this policy was duplicated and the part without the killer robots was passed. The part with the killer robots was sent back to the Rules Committee for further discussion. We will keep you posted on this legislation.
