Emergency Family Relief Fund |
We have been working on this exciting piece of legislation along with Supervisors Ronen, Yee, Mar, Haney, Preston, and Safai to establish the COVID-19 Emergency Family Relief Fund for San Francisco residents with children or dependents under 18 years old, who do not qualify for any federal or state stimulus or relief plans during the COVID-19 pandemic. This unprecedented plan will include providing relief for immigrant and undocumented families residing in San Francisco who are experiencing extreme hardships but do not qualify for any other benefits.
COVID-19 has created a threat to the economic stability of San Francisco residents, especially immigrant families who work in restaurants, retail, cleaning and janitorial services, and other service industries that are dependent on unpredictable wages. Among other factors, the citizenship or immigration status of many of these workers may also impact their ability for existing or planned public assistance programs.
The COVID-19 Emergency Family Relief Fund will provide financial assistance of at least $500 per month for up to 5000 families during the pandemic. Trailing legislation may be introduced if the State of Emergency in San Francisco lasts over four months.
The Emergency Family Relief Fund will be administered through the Human Rights Commission in partnership with community based organizations who work directly with impacted families. Funds up to $10 million will be appropriated from the City’s reserves to fund the program.
There are three parts to the legislation that will form the Emergency Family Relief Fund, an emergency ordinance that will take precedence if signed by the Mayor and will last for 60 days, an administrative ordinance that will continue the program once the emergency ordinance expires, and an appropriation ordinance that will appropriate $10 million from the City’s reserves to fund the program.
For the press conference on this legislation, please see the video here. |

Governor's Eviction Moratorium |
Governor Gavin Newsom issued an executive order banning the enforcement of eviction orders for renters affected by COVID-19 through May 31, 2020. The order prohibits landlords from evicting tenants for nonpayment of rent and prohibits enforcement of evictions by law enforcement or courts. It also requires tenants to declare in writing, no more than seven days after the rent comes due, that the tenant cannot pay all or part of their rent due to COVID-19. |

Unable to Pay Rent? Tenant Protections |
San Francisco Tenants: if you can’t pay rent right now, you may be protected from eviction… but those protections aren’t automatic. Stay connected and informed!
Mayor London Breed signed a moratorium on most evictions during the state of emergency, but tenants must follow certain steps to be protected. If you cannot pay your rent, you must send a letter to your landlord and provide documentation of your loss of income. You will be responsible for paying the rent within 6 months. For more information on the partial eviction moratorium, timelines, and a sample letter to send to your landlord,

Homelessness in the Bayview during COVID-19 |
Right now the District 10 office is working closely with our homeless providers to provide housing and support to the existing homeless population in D10.
So far we have:
-
Secured over $7,000.00 for United Council to feed additional clients at its Daily Meal Program;
-
Worked with Providence Foundation and Providence Baptist Church to provide 24 hour shelter service in Bayview (practicing social distances) so that we can allow for our unhoused population to shelter in place;
-
Been working on getting a drop-in testing site in Bayview, particularly for our most vulnerable populations;
-
Along with Supervisors Haney, Peskin, Preston and Ronen, we have continued to push HSH, DPH, and HSA to secure hotels rooms across SF for all unhoused individuals so that they are no longer in congregate settings and have an opportunity to self quarantine and be safe;
-
Continued to focus on building the Navigation Center at 1925 Evans Street, as this will be much needed post crisis;
We have more work to do, but we will keep working diligently for our unhoused population in District 10, as well as all of San Francisco. |

SF Marin Food Bank Food Pantries |
The SF Marin Food Bank has been working hard to get more pantries up and running. No ID required at these sites, and groceries are pre-bagged. If you have the ability to volunteer, click here. |
Additional food pantries linked here. |
____________________________________________________________________ |
Beginning yesterday, Monday, March 30, SFUSD food sites will be open two (2) days per week (Monday and Wednesday) from 11 a.m. to 12 p.m. (instead of 9 am to 10 am) at these 16 sites.
Each bag will have three meals per student for multiple days. This new schedule was developed to reduce the number of days families need to leave their homes to get food; they will get the same amount of food but will not have to make five trips out to pick it up.
SFUSD is also closing three sites that had fewer than 50 visitors a day (Wallenberg, Galileo, and Francisco) so they can redirect those resources to other strategies that will serve more families. Wallenberg families will be able to pick up meals at Roosevelt or Rosa Parks, and Francisco and Galileo families will be able to pick up meals at Gordon J. Lau. |

Need a device?
SFUSD students in grades 3-12 who do not have access to a computer during the day at home to support distance learning can borrow one from SFUSD. All devices will be on loan to families and will need to be returned to SFUSD when the district reopens. There is a limit of one device per student.
How to borrow a device during Spring Break
Students who have completed SFUSD’s Distance Learning Device Request form, or have been in touch with your school about your computer needs, can pick up a Chromebook during Spring Break at one of our centralized pickups starting on Tuesday, March 31 from 11 a.m. to 3:30 p.m. with a staggered schedule based on the student’s last name.
For more information on pickups, including locations, pickup times, and what you need to bring, visit the Technology for Families Resourcessite under “Need a device?”

Southeast Health Center - Urgent Care/Field Care Clinics |
San Francisco is establishing Field Care Clinics for the purposes of reducing the number of patients going into hospital emergency rooms during the COVID-19 emergency. The goal is to have these clinics functioning as self-sustaining urgent cares to treat minor injuries.
The first clinic will open next to the South East Health Center in the Bayview, targeting the end of the first week of April, 2020. The intention is to have 3 - 5 clinics established throughout the City, with the preference for placing them next to existing ambulatory care facilities. The clinic hours of operation will be assessed and determined based on the need and patient demand, and the availability of qualified staff. |

COVID-19 Testing & New Screening Tool |
COVID-19 testing options are currently available to the public upon clinician referral.
Please contact your physician or healthcare provider if you are experiencing symptoms of COVID-19. You can only be tested by referral.
For more information about testing, please visit here.
Apple Inc. has partnered with the Centers for Disease Control and Prevention (CDC) to develop an interactive COVID-19 Screening Tool, now available on Apple.com/COVID19. This new tool guides users through a set of questions covering symptoms, risk factors, and potential exposure. The tool then generates recommendations provided by the CDC for users based on the inputs they provided. |

Fill out the Census! Make sure you're COUNTED! |
Filling out the census is something that we can all do while shelter in place. It is easy, quick, and safe and will bring much needed resources to our communities including funding for schools and transportation.
Make sure you count everyone living with you including children, babies, relatives, friends and roommates.
It takes less than 10 minutes to make sure our communities are funded in the next 10 years.
You count, I count, we count!

Changes in Muni Service Take Effect Monday, March 30, 2020
Service adjustments due to changing ridership will help us focus resources on routes that are connecting people to essential jobs and services.
Beginning Monday, March 30, Muni Metro and light rail routes will be replaced by buses. Customers can take bus substitutions for the J, KT, L, M, and N lines using the same bus stops as the early morning Metro bus service. Muni Metro subway stations will be closed, except for downtown stations which will remain open to customers taking BART during their operating hours.
Closing the Muni Metro underground system will allow us to redirect custodial resources to other, higher-use facilities and minimizes risk to our station agents. Based on ridership data and observations, we do not expect these changes to impact the ability of our riders and operators to maintain social distance. And while the rail system is closed to passengers, we plan on doing important maintenance work to our vehicles and infrastructure. It’s a unique opportunity to improve the state of good repair of our system and come out of this shutdown stronger than ever. |
