A lot has happened in the last few weeks. All over the country, people are united to demand justice for George Floyd, as well as for countless Black and Brown people who have been murdered by law enforcement. Black Lives Matter now, in the past, and in the future and our office is committed to addressing racial justice and equity in the city.
July 4 is just around the corner and we encourage you to STAY HOME WITH YOUR FAMILY as we are experiencing higher rates of COVID-19 contractions. July 4th public celebrations and fireworks are cancelled. If you must go outside, please remain vigilant and remember to do the following:
- Wear a face covering: including masks, scarves, bandanas, anything that covers your nose and mouth.
- Maintain 6 feet of social distancing
- Wash your hands for at least 20 seconds with soap
- Avoid touching your face, eyes, nose or mouth
- Do not dispose your used face covering/gloves/PPE in the streets, please properly dispose in a trash bin

For the upcoming July 4th weekend, we are urging everyone to stay home with family and take precautions to prevent the spread of COVID-19 and prevent fires in our neighborhoods. Public July 4th celebrations and fireworks have been cancelled.
Residents and visitors should call 3-1-1, rather than 9-1-1, for the following calls as this takes away response to urgent emergencies:
- Information about activities during the Fourth of July weekend
- Fireworks noise
- Illegal fireworks locations
- Potential violations of the City’s Public Health Orders

Reopening Delay and COVID-19 Precautions
|
Reopening SF Delay:
Last Friday, Mayor London Breed today announced San Francisco is experiencing a concerning increase in local COVID-19 cases, and as a result will be temporarily delaying the reopening of certain businesses and activities scheduled to be allowed to resume on Monday, June 29. These include: hair salons and barber shops, nail salons, tattoo salons, museums, zoos, outdoor bars, and outdoor swimming. There is no change to businesses and activities currently allowed under prior reopening phases.

Get Tested:
Do not wait to get tested, if you are an essential worker or a family member of an essential worker, get tested. If you are symptomatic, get tested.

Religious Services:
For your safety as well as the safety of your fellow worshippers, we need to help each other fight the spread of COVID-19 by staying at home. But places of worship may offer remote access to services, such as by emails, video streaming, or teleconference. While it is better from a health perspective for leaders of congregations to live stream services from their homes, they can live stream services from within their place of worship so long as:
- the building remains closed to the public;
- the live stream is limited to the fewest number of personnel needed for the live stream of the service (up to a maximum of 12 people) and
- they comply with all social distancing and sanitation requirements.
Also, places of worship may hold services outdoors for up to 12 people.

Legislation from Our Office
|
All over the nation, cities are committed to police reform and addressing systematic oppression. Our office has been working diligently on racial justice and equity legislation this month and is committed to making sure San Francisco creates an equitable future.
Prevent Hiring Law Enforcement with Prior Misconduct:
We introduced legislation with District Attorney Boudin and with the unanimous support of the Board of Supervisors to require that the Civil Service Commission to adopt policies that will prevent hiring police officers or sheriff deputies with prior misconduct. This resolution was passed on June 23 and we will be working with the Civil Service Commission to implement this policy.
Redirecting SFPD Resources into the Black Community:
Earlier this month, Mayor London Breed and I announced plans to redirect resources from the San Francisco Police Department to the Black community. Decades of disinvestment, public polices, and institutional practices in San Francisco have disproportionally harmed all aspects of life including health, wellness, mortality, housing, education, and economic opportunities in the Black community. In these times of continued systemic and systematic oppression of Black people, we have to be innovative and strong with our solutions. In order to change this dynamic and provide real opportunity for equity, we need to repurpose resources and give them to Black-led organizations and communities in order to level the playing field and achieve successful outcomes. This is a step towards true reparations. With this, I also introduced a resolution passed unanimously by my colleagues reaffirming the Board of Supervisor's commitment to redirect a portion of SFPD's $700+ million budget to the Black community in the upcoming budget process.
Legislation Prohibiting False Race-Based 911 Calls:
Incidents of calling 911 on people of color doing daily activities continue to happen even in San Francisco this month where a white couple called police on a Filipino man for stenciling "Black Lives Matter" in chalk on his own residence in Pacific Heights. When law enforcement respond to non-emergency calls as a result of the caller's racism and racial bias, it diverts resources away from actual emergencies to the unnecessary policing of people of color. I am working with the City Attorney to craft legislation that will amend the Police Code to make it unlawful to cause a peace officer to contact a person based solely on a desire to discriminate against the person on the basis of the person's race, ethnicity, religious affiliation, gender, sexual orientation, or gender identity and will create a civil cause of action and implement fines for violation. Our office is planning to introduce this ordinance in July.
Resolution Declaring War on Racism:
Along with Supervisors Matt Haney, Ahsha Safai, Dean Preston, Rafael Mandelman, and President Norman Yee, we introduced a resolution to declare war on racism from the City and County of San Francisco and to dedicate resources towards combating racism combating racism in all its forms including in education, employment, pay practices, housing, criminalization, and justice reform. This resolution also urges that the City and County of San Francisco shall be guided by the principle that all people are created equal and we will keep combating racism at the forefront of our decisions and find ways to promote community education and awareness on the evils of racism and the need to reject racism. We are also encouraging our public and private schools to adopt curriculum incorporating lessons on racism and methods for speaking out against racism and discrimination. I would like to thank Professor Bill Hing from the University of San Francisco for helping us with this resolution.
Resolution in Support of AB 1436 by Assembly Member David Chiu:
Earlier this month, our Board of Supervisors passed an ordinance to permanently prohibit landlords from evicting residential tenants for non-payment of rent that was not paid due to the COVID-19 pandemic. Assembly Member David Chiu, our district representative at the State Legislature, authored a similar bill to extend tenants on rental payment default during the COVID-19 State of Emergency. AB 1436 is similar to our local law as it extends tenant protections to prevent a post-pandemic wave of mass evictions once temporary protestants are lifted for millions of Californians especially those that have lost their jobs in the recent months. While AB 1436 will not provide tenants with direct financial aid, it will provide tenants with fifteen months to pay back rent, prevent credit or default actions against tenants for failure to pay rent during the State of Emergency and will disallow of the use of the unlawful detainer clause, which defines “continuing to possess the property without permission of the landlord after defaulting on rent” as illegal and subject to court proceedings in the case of a tenant who cannot pay rent during COVID-19.
Resolution Urging DCYF to Require Community-Based Organizations that Receive Funding to Have a Youth Board Member (ages 14-24):
I am a huge advocate of youth empowerment, youth leadership, and uplifting youth voice in our communities. Last week, I introduced a resolution urging the Department of Children Youth and Their Families (DCYF) to adopt a policy requiring all organizations receiving funding from DCYF and the Children's Fund have a youth age 14 to 24 years old on their Board of Directors by 2023. We are also urging DCYF to provide access to trainings that focus on the recruitment and on-boarding of youth members to DCYF-funded organizations so youth are empowered to share in the decision-making process of their organizations' Board.
Resolution Declaring Anti-Black Racism as a Human Rights and Public Health Crisis in San Francisco:
This week, we introduced a resolution declaring anti-Black racism as a human rights and public health crisis in San Francisco that was recently passed by the Human Rights Commission. We will be urging City and County of San Francisco to train all employees to understand anti-Black racism and center the Black community to dismantle institutionalized, anti-Black racism.
Resolution in Support of SB 793 (Hill):
I introduced in support of Senator Jerry Hill of San Mateo’s to expand banning tobacco flavored products statewide. This bill will help extend our local tobacco efforts and is supported by a coalition of community and health based organizations locally and nationally.

Sheriff Oversight and Inspector General:
At the beginning of my term, I announced plans to create a Sheriff Oversight Board along with our late-Public Defender, Jeff Adachi. People are dying unjustly at the hands of law enforcement across this country. We have made our own mistakes here in San Francisco that have been highlighted in the media. I proposed a Charter Amendment that will create a Sheriff Oversight Board and Inspector General that will oversee investigations in the Sheriff Department. This Charter Amendment has support from the community, Sheriff Miyamoto, and the unions. We will hear this Charter Amendment again at the Rules Committee on Monday, July 6.
Aspiring Citizens Approval:
In San Francisco, as part of our values, we have always worked hard to ensure no community is left behind regardless of your race, ethnicity, gender, sexual orientation, income or immigration status. It is for this reason, that I am honored to be part of this historical Charter Amendment with unanimous support from the Board of Supervisors asking voters to allow ALL of our San Franciscan residents, the opportunity to serve on important advisory groups and commissions.

As a long time advocate for youth empowerment and youth leadership, I am proud to co-sponsor this Charter Amendment put forth by President Norman Yee with support from the Youth Commission to allow young people age 16 and up to vote in our elections. Young people are the future of our City and should have a say in the policies that effect them. |

SFPUC New Emergency Assistance Program

During these difficult times, our residents should not have to worry about making tradeoffs between paying their utility bills or buying groceries. To further support our constituents, the @SFWater is offering some much needed economic relief for the thousands of San Franciscans that have been impacted by COVID-19 and the current shelter-in-place order.
If you have been impacted AND have a pre COVID-19 maximum household income under 200 percent of the San Francisco Area Median Income, you may be eligible to apply for the Assistance Program.
This temporary program is retroactive to March 4 and will reduce your utility rates by:
- 35 percent off sewer bills;
- 30 percent off Hetch Hetchy power bills; and
- 15 percent off water bills

SFUSD staff are working with family and community leaders to dive into planning for the fall - and as part of that process SFUSD is holding a series of virtual Town Hall meetings during the week of July 6th.
At Town Halls organized specifically for families, students, staff and community partners, district leaders will share information about:
- The process for fall planning
- Lessons learned so far from the spring
- Overview of public health guidance for schools
- Scenarios under consideration
All you need to participate is a device (phone or computer) with internet access. Meetings will be hosted on YouTube Live and participants will be able to share input and questions through ThoughtExchange.
