Dear Neighbors and Community, 

Our office has been working on equity issues throughout July. We are excited to announce that Jackson Park in Potrero Hill has been included in the 2020 Health and Recovery General Obligation Bond as a Recovery Park with 10 million dollars in dedicated funding. Click here for more details.

The COVID-19 pandemic is still amongst us, we must remain vigilant and remember to do the following:

  • Wear a face covering: including masks, scarves, bandanas, anything that covers your nose and mouth. If you are working in a space with other people, you are required to wear a mask.
  • Maintain 6 feet of social distancing
  • Wash your hands for at least 20 seconds with soap
  • Avoid touching your face, eyes, nose or mouth
  • Do not dispose your used face covering/gloves/PPE in the streets, please properly dispose in a trash bin

City Updates

  • A new health order requires individuals in shared work spaces such as offices to wear a face mask while working.
  • The residential eviction moratorium has been extended to August 31, 2020.
  • The MTA has resumed metered parking enforcement. Meters rates will be back at pre-COVID-19 levels with a $0.50/hour decrease and the lowest any meter will be set will be at $0.50 per hour based on the demand for parking on that block and the time of day to prevent vehicles from occupying one space all day. Motorcycle meters will be fully restored. Meter rates will be adjusted every 6 weeks depending on the status of the health crisis in San Francisco.
  • For businesses that do not have enough outdoor seating or space, you can apply for seating with a temporary permit is valid until December 31, 2020

  • SF Department of Public Health tips for safer social interaction: The best way to reduce the risk of getting or spreading the disease is to STAY HOME. At the same time, avoiding social isolation and supporting physical and mental health during a prolonged pandemic are also important for your health. As of June 15, outdoor dining and small outdoor gatherings are permitted while maintaining 6 feet social distance and face covering with some exceptions.   • The OEWD Business Services team hosts informational sessions every Tuesday from 2:00pm to 3:15pm alongside the Employment Development Department (EDD), the San Francisco Labor Council, Covered California and other partners. Our teams present information and answer questions on unemployment benefits, including Pandemic Unemployment Assistance for independent contractors, healthcare resources, career services, and information for Union members in order to assist workers during this critical time. Here is a link where participants may register: workforce.oewd.org/RR  

Legislation From Our Office

  • At the June 30 Board meeting, I introduced a resolution declaring anti-Black racism as a human rights and public health crisis, which is inline with our equity and justice work, with the goal of improving outcomes for Black people in San Francisco. This resolution was heard at the Public Safety and Neighborhood Services committee on July 23 and passed with positive recommendation to the full Board on August 11. The Health Commission and Human Rights Commission has passed a similar resolution.
  • The CAREN Act: Caution Against Racially Exploitative Non-Emergencies (CAREN) - On July 8,I introduced an ordinance known as the CAREN Act to amend the San Francisco Police Code making it unlawful for an individual to fabricate false racially biased emergency reports. With the rise of smartphones, there has been an increase of racial profiling and discriminatory incidents recorded and shared on social media and subsequently broadcasted on the news nationwide. We need to put a stop on these call which endanger the lives of black people and people of color.
  • Healthy Airport Ordinance - One job should be enough! Essential workers should have the necessary healthcare available to protect them and their families. Proud to join Supervisor Mandelman, SEIU, USWW, Teamsters LOCAL 665, Teamsters Local 856, Teamsters 2785 and Unite Here!, and Local 2—to introduce the Healthy Airport Ordinance—which will protect the health of workers and passengers alike at SFO, as we rebuild our economy and welcome visitors back to San Francisco. These workers are on the frontline day-in-and-day-out providing security, preparing in-flight meals, serving passengers with disabilities and elderly passengers as wheelchair attendants, and they deserve access to quality, adequate and affordable healthcare!

District 10 Budget Town Hall

The District 10 office will holding a virtual budget town hall on August 13, 2020 at 6:00pm and we want to hear about your concerns and priorities. With the COVID-19 crisis, resources are limited and we want to make sure our community is heard.

Investing in the Black Community

Mayor London Breed and I, along with Director Davis and the Human Rights Commission, released the framework for investment in the Black community here in San Francisco . This framework is a culmination of forums, discussions and surveys led by the Black community. This process has been captured in a report that identifies the main areas of investment supported by community. These include education, mental health, economic justice, home ownership and youth development, to name a few.

The only way to address some of the systemic issues that have negatively affected Black people and have existed for decades in our city, is to make a sizable investment in the Black community that will lead to real change. Having Black voices take the lead on the process for reinvestment in our community, is key to developing strategies that lead to tangible outcomes. I’m excited to share what the Black community has identified as priorities, so that we as policy makers can make the resources available to achieve tangible results. With reparations, the redirection of SFPD resources and community truly taking the lead, this is only the beginning.
                                           

African American Small Business Revolving Loan Fund

The loan program provides up to $50,000 at 0% interest with no fees and no collateral requirements. Payments will be deferred for the first 12 months and up to 20% of the loan may be forgiven. The application period will close August 4th. 

The Loan Fund will prioritize long-standing San Francisco Black-owned businesses and those most severely impacted by the ongoing Shelter-in-Place Health Order, as well as businesses that provide important services in historically African American neighborhoods.

Remembering Jace Young

As I left from visiting the family of Jace Young, I couldn’t help but feel that if this was not a young Black child, his name would be all over the news and there would be an outpouring of love going in the direction of the family. This is devastating. This 6 year old child had the brightest future ahead of him and this type of tragedy is unacceptable. No matter how descensitized someone may be, this hits at the very core of your heart. There are no words for this. His Black life matters!

Say his name: Jace Young!

As Supervisor, father and grandfather, I am putting out the call to end senseless gun violence and disregard for life. With the rising of the Black Lives Movement, we must also hold ourselves accountable and end this viscous cycle. You must talk with your children and community about this child losing his life to senseless violence. No family should have to go through this. I beg us all to put down the guns and turn our fight to change the institutions that have failed the black community, together. Let us demand an end to senseless violence. Please keep this family and all families who have lost lives in your prayers. Any life loss to senseless gun violence is one too many.
 
                                           

Caltrain

Big News! The San Francisco Board of Supervisors just approved the resolution sponsored by Supervisors Peskin, Haney and I, to place a 1/8 cents tax measure on the November ballot to provide operating revenue for Caltrain and provide equitable voice for San Francisco in Caltrain decision-making. SF will soon have a true voice and Caltrain will have dedicated revenue. Hoping to get San Mateo County on-board with us and Santa Clara!

There must be real oversight & accountability of public dollars, especially if funding is a regressive tax. SF County Transportation Authority Director Tilly Chang, Supervisor Peskin, Supervisor Chavez (Santa Clara County), Mayor Sam Liccardo and I have been working towards an improved Caltrain system for over a year.

San Mateo County has given the impression that San Francisco and Santa Clara Counties are trying to hold Caltrain hostage, because we are trying to ensure that the residents in our counties have true voice in management and leadership of the railroad. It is unfortunate that San Mateo County leaders think they can continue to extort both counties and maintain 100% decision making, when it’s a fact that San Francisco and Santa Clara County would make up 80% of the 100 million dollars in revenue that Caltrain would yield from the tax. We have tried to be reasonable. Scare tactics and insults don’t achieve collaborative results.

USPS

We have heard from many of our constituents in the Bayview about the USPS delivery issues where sometimes packages are late, mail is delayed for weeks, or mail is never delivered. We have had to deal with this before and it is unacceptable that people in community are not getting their mail delivered. We have reached out to our federal representatives to change this.
 
                                           

SFUSD Updates

As you know, due to public health orders in San Francisco, SFUSD’s new school year will begin on August 17th with Distance Learning - with the goal of moving to a hybrid model that includes in-person learning, as soon as possible. Learn more in SFUSD's plan for the fall, which will be discussed at the Board of Education meeting on Tuesday, July 28th.  (The meeting starts at 3pm; see this link for more info.)

Project Wreckless - Together We Rise

With social justice on the forefront of the news today, Project Wreckless holds a responsibility to our youth and to our community to stand united. Though tragically inspired, we are experiencing a resurgence in the demand for racial justice and equality. It has been awe-inspiring and encouraging to see communities worldwide come together to support black lives. We encourage everyone in the Project Wreckless community and in our program to speak up against injustice, to be advocates for change, and to fight for a system that protects all its citizens. We challenge our youth to stand up for what's right by leading them by example.
 
We hope you all take the time to watch our latest video: "Together We Build - A Project Wreckless Community Collaboration for a Better Future."  We asked our neighbors to share pieces of art, music, and any form of inspiration that embodies and encourages progress within our communities. High-Speed Rail Draft EIR/EIS

The Light Maintenance Facility, which is slated to be in Brisbane, and the Draft Environmental Impact Report/Environmental Impact Statement (Draft EIR/EIS) for the San Francisco to San Jose Project Section, which was released on July 10. The Authority is accepting comments on the Draft EIR/EIS during the 45-day public comment period, between July 10 and August 24. This is the final opportunity to provide comment on the Project’s effects in your community.
 
A purpose of the Draft EIR/EIS is to analyze the effects of the two Alternatives for the Project Section, one of the key differences of which is the location of the Light Maintenance Facility (LMF). To learn more about the analysis and ways to provide comment into the Draft EIR/EIS, please use the resources available on the Open House Website.
To ask questions of staff, please join for a Question & Answer Open House webinar or sign-up for a  staff Office Hours appointment. These are opportunities to interact with technical staff who will share resources on accessing and better understanding the Draft EIR/EIS, and locating property relative to the rail corridor.

UCSF Preterm Birth Initiative Seeking Participants

We are looking at how the virus that causes COVID-19 and factors associated with the pandemic like stress and social distancing might affect a woman or birthing person's risk for certain kinds of adverse pregnancy outcomes, like preterm birth and preeclampsia, as well as newborn and infant health.

We are especially interested in how the pandemic is affecting low-income and Black and Brown women and birthing persons who often suffer the impacts of systematic racism and are already at increased risk for adverse outcomes.

Survey only cohort:
Pregnant women and birthing persons who are 18 years of age or older can participate by filling out surveys during pregnancy until their baby is 18 months old. Currently enrolling!!

The survey + testing cohort:
Pregnant women and birthing persons who are 18 years of age or older can participate by filling out surveys and having laboratory testing done during pregnancy until their baby is 18-months old. Participants can recieve up to $550 in gift cards! Enrolling late summer 2020.
