Please stay safe and be careful. The COVID-19 pandemic is still among us so we must remain vigilant and remember to do the following:
- Stay home as much as possible if you are able to.
- Wear a face covering: including masks, scarves, bandanas, anything that covers your nose and mouth. If you are working in an essential space with other people, you are required to wear a mask.
- Maintain 6 feet of social distancing
- Wash your hands for at least 20 seconds with soap
- Avoid touching your face, eyes, nose or mouth
- Do not dispose your used face covering/gloves/PPE in the streets, please properly dispose in a trash bin

COVID-19 Update & Flu Prevention

As of Monday, November 16, 2020, San Francisco has been placed in the more restrictive Red Tier by the State of California. San Francisco will temporarily roll back the reopening of all non-essential offices and will reduce the capacity of fitness centers and gyms to a maximum capacity of 10%. These changes will go into effect on Tuesday, November 17, 2020.
The following activities will STOP until further notice:
- Indoor dining at restaurants or bars serving meals
- Non-essential office. Offices will have to return to 100% remote and telework operations.
The following activities will be required to reduce indoor capacity to 10%:
- Fitness centers (including gyms, hotel fitness facilities, and climbing walls may remain open at 10% capacity).
The following activities will be required to reduce capacity to a maximum of 50 people indoors:
- Movie theaters may remain open to the lesser of 25% capacity or 50 people
As the Thanksgiving holiday approaches, San Francisco is urging residents to not travel outside the county and to quarantine for 14 days if you do travel. Nonessential travel, including holiday travel, is not recommended. Travel outside the Bay Area will increase your chance of getting infected with COVID-19 as COVID-19 is spreading rapidly in many parts of the country. See more on the travel advisory.
Please celebrate with your immediate household and do not mix with people outside of your household. Private gatherings are the top reason why the COVID-19 virus continues to spread in California.

Flu Vaccine & Prevention
Why a flu vaccine is more important than ever in 2020:
- It could save your life.
- It protects the vulnerable members of your community.

- It will ease the burden on the healthcare system.

The flu vaccine protects everyone’s health. When you are vaccinated against flu, you protect yourself and lower the chances of infecting others, including people at high risk of developing potentially serious flu complications.
For those with insurance, a flu vaccine is widely available without cost to the patient as a preventive service from their regular doctor or most pharmacies. Call your doctor, clinic or pharmacy to schedule your flu shot in advance. To find a flu vaccine at a location near you, visit the Vaccine Finder.

We have a lot to celebrate this month. Not only was democracy restored nationally, our very own former San Francisco District Attorney Kamala Harris is now the Vice President-Elect, making waves as the first Black, first Southeast Asian, first bi-racial, and first woman vice president. Congratulations President-Elect Joe Biden and Vice President-Elect Kamala Harris! We look forward to repair what's broken and continue to fight for equity in our communities.
Locally, Proposition C: Commissions for All which allows non-citizens to serve on City advisory boards, committees, and commissions passed. I'd like to thank Sarah Souza and Gabriel Medina for leading the charge on this important proposition to uplift the voices and representation of our immigrant community.
Proposition D: Sheriff Oversight passed with 67%! When I decided to run to serve on the Board of Supervisors, I met with the late Jeff Adachi (then SF’s Public Defender). I worked on Sheriff Oversight with him and continued to work with Public Defender Mano Raju and District Attorney Chesa Boudin after his passing. They introduced us to police accountability expert Barbara Attard and we met with Los Angeles County Attorney General’s Office (Cathleen Beltz) in L.A. We also received several calls from people in custody, whom were brave and told their stories of abuse by Sheriff Department personnel and brought real voice to this initiative. Parent and families shared their treatment and staff even provided input about the injustices they have endured and witnessed. This is why we had to advance Sheriff Oversight. Together, we wrote and pushed forward this justice reform initiative and together we can make a difference! I am committed to continue this path of justice reform and want to say thank you to all who supported Prop D! |
Regional RR: Caltrain Sales Tax: Caltrain finally has its' own dedicated funding source to continue its operations. I will continue to serve on the Caltrain Joint Powers Board to ensure that governance changes are underway and Caltrain will be an independent agency from SamTrans.
In addition to our major wins for Prop C, D and RR. San Francisco voters also passed the following measures:
- A: Health and Homelessness, Parks, and Streets Bond which includes funding for Jackson Park in Potrero Hill.
- B: Department of Sanitation and Streets, which will split Public Works and create a department solely focused on the cleaning of our streets as well as create oversight commissions to oversee each department.
- E: Police Staffing, which removes the arbitrary police minimum staffing number that was established in the 1970s but never met.
- F: Business Tax Overhaul, which taxes big businesses and helps small businesses and bringing in an extra $100 million a year to support the City.
- H: Neighborhood Commercial Districts and City Permitting which makes it easier for new businesses to open.
- I: Real Estate Transfer Tax, which increases taxes on property sold more than $10M targeting corporations who sell big office buildings.
- J: Parcel Tax fo SFUSD, to fund educator pay.
- K: Affordable Housing Authorization, which allows the City to build 10,000 units of affordable housing.
- L: CEO Tax, which taxes companies where the CEO's salary is extremely higher than their lowest paid worker.
Thank you everyone who voted in San Francisco. Regardless of how you voted, your voice and your vote matters. This is one way to participate in the decision making process that affects San Francisco in the long term.
The CAREN Act is OFFICIAL! On Friday, November 6, Mayor London Breed signed off the CAREN Act. This law will be in effect on December 6. The Caution Against Racial and Exploitative Non-Emergencies Act, aka CAREN Act, will make it illegal to call emergency law enforcement and 911 calls with the specific intent to discriminate against a person or otherwise infringe the person’s rights or cause the person specified harms on the basis of the person’s race, color, ancestry, national origin, place of birth, sex, age, religion, creed, disability, sexual orientation, gender identity, weight, or height. Emergency law enforcement calls and 911 calls, are not customer service for people’s racism. Get to know your neighbors instead of arbitrarily calling the police on them and build community.
HEALTHCARE for SFO Airport Workers! On Tuesday, November 10, the Board of Supervisors unanimously passed an ordinance giving airport workers expanded healthcare coverage co-authored by Supervisor Rafael Mandelman and myself. This ordinance would require some employers at San Francisco International Airport to offer affordable health care plans for thousands of airport workers and their families. Workers at SFO are mostly Black, Latino and API (Asian Pacific Islander) workers, and they have been already hard-hit by this pandemic. Thank you SEIU United Service Workers West, UNITE HERE Local 2, Teamsters 856, Teamsters Local 2785, and our frontline essential workers at SFO!

Black Employees Hearing: We stood in solidarity with the San Francisco Black Employees Alliance, Supervisor Matt Haney, Dante King, Labor Leaders, Black Leadership Forum and community, committed to making changes within our Human Resource Department’s practices and treatment of Black employees and employees of color. The unfair treatment of Black employees cannot continue and we will be implementing reform at the Department of Human Resources, including requiring the Equal Employment Office to work with the Human Rights Commission on all investigations with the consent of the employee.
D10: Small Business Merchant Meeting: Our team met with our D10 merchants associations and our Office of Economic and Workforce Development. We shared information about all of the programs available to support our small businesses during this crisis and opportunities for recovery. Upcoming Legislation & Hearings
- On November 30, 2020, the ordinance establishing the African American Reparations Advisory Committee and the ordinance modifying the African American Arts and Cultural District Community Advisory Committee will be heard at the Rules Committee. - On December 10, 2020, we will hear the findings and recommendations from the Economic Mitigation Working Group through the Office of Small Business through the collaboration of the Office of Economic Workforce Development, Small Business Development Center, Office of the Controller, Office of the City Attorney, the Tobacco Retail Permit Program, Supervisor Sandra Fewer's office and my office in response to mitigating effects of banning e-cigarettes without FDA approval. - We have requested a hearing on the Equal Employment Opportunity office's practices in light of the corruption on pending cases. The Budget Legislative Analyst will also report their findings on EEO. We are still working on a date for this hearing. In the meantime, we have introduced a resolution urging EEO to collaborate with the Human Rights Commission on investigating EEO cases. In the future, we hope to establish oversight of the EEO office.

Bayview Community Learning Hubs: Our team had a chance to visit Community Hub Initiative sites in D10 (Bayview YMCA, Willie Mays Boys and Girls Club and City of Dreams), along with DCYF Director Maria Su, DCYF Communty Engagement and Communications Manager Dori Caminong, Rec and Park General Manager Phil Ginsburg, and Coleman Advocates Organizer Kevine Boggess. These are places for our young people to receive needed support while participating in distance learning. They also feed our young people and provide additional enrichment services and supports. I want to thank our CBO staff for working with our families and young people through this pandemic. |
Visitacion Valley Community Learning Hubs: Our Team visited community hubs in Visitacion Valley. It was good to see our young people being supported by the Samoan Community Development Center, Vis Valley Boys and Girls Club, Sunnydale Boys and Girls Club, Herz Playground (w/ RPD), Asian Pacific American Community Center (APAC) and R.O.C.K.’s opening soon at the Vis Valley Library. Calvary Hill Hub: I visited another Community Hub at the Calvary Hill Hub, operated in conjunction with Good Samaritan Family Resource Center. We have more hubs coming to community and this is a big help for our young people and their families. This pandemic is is really increasing the learning loss for our students and hubs are providing necessary support. Thank you! |
India Basic Tech Hub: Big shout out to APRI for coordinating this collaboration with Rec and Park, SF Parks Alliance, and Trust for Public Land. This innovative open space opportunity comes equipped with free internet, covered tables and spaces for everyone to enjoy. Monkey Brains is providing the free WiFi internet onsite and now we have an outside tech space with proper COVID-19 protocols in place before use. |

Meals on Wheels: New Facility We toured Meals on Wheels brand new kitchen facility. Meals on Wheels provide 10,000 meals a day for seniors and soon they will be providing up to 30,000 meals a day when fully operational. We would not be able to feed our seniors throughout SF without the meals provided by Meals on Wheels. Can’t wait until they are providing thousands more senior meals a day! |
Visiting SCRAP: (https://www.scrap-sf.org) We visited SCRAP located in the Bayview and discussed the programs that they have for community and young people. Educators, youth programs and neighbors love the recycled materials and arts and crafts supplies at SCRAP. This is another D10 treasure. |

Leland Avenue Merchant Walk: I joined Captain Woon of the Ingleside Station, as well as Rex from APACC and Drew from Mercy, to visit our Leland merchants in Vis Valley. It was great seeing familiar faces and our small businesses open for business while practicing safe COVID-19 preventative protocols. Small businesses are the backbone of our communities and I encourage all of us to shop locally, especially in our neighborhood shops. |
African American Arts & Cultural District Banners:
I had the honor to attend the unveiling of the African American Arts and Cultural Districts banners at Mendell Plaza, that lets you know you are entering a “Black Zone” in San Francisco. An area where Black culture, Black leadership and Black influence is imperative. The cultural district will continue to ensure that the contributions and presence of Black people is forever evident in our community. |

Clerk of the Board of Supervisors
Since COVID-19 visited the City, many calls have been focused around needed services to alleviate issues pertaining to COVID-19. To assist in our own constituent services, we created an Interactive Map with extensive COVID-19 City services that has quite a bit of helpful information for our residents. We are excited to unveil the Map and extend it to you for application in your newsletter or for your constituent use. The map is routinely checked and is updated by our staff and is live on our Board of Supervisors website here.
Additionally, as we work to induce public engagement, we have created a newsletter that provides information representing services that can be found in the Office of the Clerk of the Board and actions taken by the Board of Supervisors as a whole. We expect to send out our newsletter updates 4-6 times a year or as needed, informing the public on how to access our services and make their communities even better by learning where the pressure points are to engage with the Board of Supervisors.

JobsNOW! Subsidized Wages Program Expanded:
The expanded JobsNOW! program is designed to support San Francisco residents who make less than 200% of the Federal Poverty Level (FPL), which for a single person is $25,520, and for a family of four is $52,400. This group includes individuals who are enrolled in public benefits such as CalWORKs, CalFresh, Medi-Cal, or cash assistance programs. The program offers several tiers of wage reimbursement to meet the specific needs of businesses who are currently operating or working towards reopening, and incentivizes placements in jobs that pay more sustainable wages.
Eligible Participants:
- San Francisco residents.
- Authorized to work in the U.S.
- Receive HSA benefits (CalWORKs, CalFresh, Medi-Cal, or cash assistance) or have income below 200% Federal Poverty Level. Unemployment insurance benefits and CARES stimulus payments are excluded from the income calculation.
Employer Requirements:
- San Francisco business registration, Franchise Tax Board account, comply with San Francisco labor laws and pay California payroll taxes.
- Intend to retain the employee once the subsidy period ends.
- Subsidized wages are consistent with other employees doing the same work.
- Cannot subsidize an existing employee unless they meet the JobsNOW! program and income criteria.
- No favorable hiring for family members.

Financial Support for Small Businesses
Mayor London N. Breed announced a $3.5 million expansion of the San Francisco Hardship and Emergency Loan Program (SF HELP). The program will provide zero interest loans of up to $50,000 to approximately 80 small businesses as San Francisco continues on the road to economic recovery. Since the beginning of the COVID‑19 pandemic, the City has identified nearly $21 million in grants and loans for more than 1,150 local small businesses and their employees.
The $3.5 million expansion of SF HELP will focus on private, for-profit low-income to moderate-income small businesses. The loans can be used to pay for payroll, rent, inventory, equipment, and other operating expenses businesses have as they gradually reopen. They are zero interest loans up to $50,000, with a repayment term of up to six years. There are no loan fees, personal guarantees, or collateral requirements for the borrower.
The loans can be used for payroll, rent, other fixed costs and inventory. Small businesses interested in applying for SF HELP can visit link.oewd.org/zeroloan. The deadline to apply is November 25 at 11:59 p.m. MEDA will then hold a lottery to determine which businesses will be invited to submit a formal application; this lottery will include a preference for low- to moderate-income-owned businesses throughout the city.

Additional Funding Support for Small Businesses:
- $2.5 million will be available to waive taxes and fees for impacted small businesses, including fees for winter augmentations such as heaters. More information about how to participate is forthcoming.
- $500,000 will be available through the Shared Spaces Equity Grants program for small neighborhood-serving businesses to pay for technical assistance and capital costs of setting up and augmenting shared spaces for restaurants to operate outdoors. More information about this program is forthcoming.
- $500,000 in grant funding will be available through SF Shines for Reopening for restaurants to purchase equipment and re-configure space in order to meet social distancing requirements. For more information: link.oewd.org/sfshines.
- $500,000 will be available through SF HELP zero interest loans to low- and moderate-income restaurant owners with little access to credit in order to pay for fixed costs, inventory, and other operating expenses. For more information: link.oewd.org/zeroloan.
Additional Small Business Support:
Salesforce is offering San Francisco-based small businesses the opportunity to receive a $10,000 grant to support them in these hard times. Salesforce’s grant administration partner Ureeka will manage the eligibility, application, selection, and grant distribution process.
To be eligible for a grant, your business needs to at least:
- Be located in San Francisco, CA
- Be a for-profit business (charities, non-profits, chains and franchises are not eligible)
- Have between 2 to 50 employees (since November 2019)
- Have been in business since at least November 2019
- Have annual revenues between $25K and $2M

McLaren Park Ropes Course for D9/10/11:
Calling all District 9-11 residents for a fun & adventurous day at the new McLaren Park Ropes Course! You'll get to experience at least one of our high elements nestled in the trees, learn how to belay, and get to know your neighbors.
This course, located at 1100 Mansell St. in McLaren Park, is free and open to the public on certain dates. It will serve youth from the surrounding neighborhoods, providing leadership and character development training in a safe, outdoor space just steps or a short bus ride from their schools or home.
Upcoming Dates for Community Days:

For each date, 10 spots will be available and the ropes course program will last from 9 am to 12:30 pm. All spots for these dates will be prioritized for residents of Districts 9-11. More dates will be available in January.

COVID-19: Community Safety, Schools, and San Francisco:
On Wednesday, November 18th, Decreasing the Distance, a collective of SFUSD parents calling for equitable education solutions, is hosting an hour-long virtual event to provide SFUSD teachers, staff, parents and families with the latest science on school-based transmission of COVID-19, including its impact on communities of color. The doctors will discuss student, teacher, and staff safety and health concerns. This
is an opportunity to access the essential science and data we all need to make the best decisions about schools for ourselves and our families during this unprecedented time.

Through the Eyes of Her Children is an hour long talk with Aiko Cuneo and Paul Lanier, two of Asawa’s children. Aiko and Paul will trace their memories of how their mother used artwork to build family and community, and how these values led to her activism for quality arts education in the San Francisco Bay Area.

Art with Seniors - Felton Institute:
Art With Elders (AWE) has been providing art classes to seniors for over 30 years. Our classes provide not only art instruction, but also connection and community.
We are now offering online interactive art instruction (our AWESTRUC program) for all levels of experience, beginner to pro. Online classes are offered each Friday on Zoom and are ongoing.
Classes begin Friday, November 6, 2 to 3:30PM.

10th Annual San Francisco Youth Arts Summit:
Youth Art Exchange presents Art is Essential: The 10th Annual San Francisco Youth Arts Summit, a celebration of young artists and their vibrant contributions to the creative and cultural fabric of San Francisco. Now more than ever, art is essential for connection and reflection, social change, and building community, especially for youth.
The San Francisco Youth Arts Summit, a project facilitated by Youth Art Exchange, is an annual gathering of young artists and arts educators, and the only event of its kind in the Bay Area. As we pivot online, we will be hosting a week-long virtual Youth Arts Summit from November 30 - December 4 with various workshops, panels, and professional development opportunities throughout the week. The Youth Arts Summit week culminates with the main event, the Youth Arts Celebration on Friday, December 4th from 4-5:30pm.
This is our first year hosting the Summit virtually and we hope to have as many youth and adults, in the Bay Area and beyond, attending as possible! We would appreciate your support in sharing information about the Summit.
