SUMMER 2018 NEWSLETTER

Supervisor_Stefani.jpgI have been hard at work since taking over as District 2 Supervisor in January. This newsletter highlights some of the most important events of the past few months in our City and District.

The City recently passed a new budget, and I am proud to say we have added 250 police officers over the next four years to keep our streets safe. We also added almost $13 million for services to keep our street clean. Our office is dedicated to making these first steps to solving the City’s problems, and we will be working to make our City more affordable, keep our community safe, reduce homelessness, and improve transportation.

The recent election has produced a historic moment in San Francisco: London Breed became the City’s first female African-American Mayor. I wish to extend my congratulations to Mayor Breed, and I am thrilled to work with her to solve the City’s most pressing problems.

In addition to Mayor Breed, the Board of Supervisors has also welcomed two new members: Rafael Mandelman and Vallie Brown. My congratulations to Supervisor Mandelman on his election. As an active community member myself, I am very excited about the appointment of Supervisor Brown who has spent decades fighting for her community in the Lower Haight. Lastly, a special congratulations to new Board President Malia Cohen. The coming months will be an exciting time for the City, and I look forward to working with President Cohen and Supervisors Mandelman and Brown.

Ellie Miller Hall was born and raised in District 2 on 25th Avenue and El Camino del Mar. She attended St. Vincent de Paul School in the Marina and Convent of the Sacred Heart in Pacific Heights. Ellie is your lead contact for neighborhood and constituent concerns. Ellie manages office operations, scheduling, and calendaring, so please reach out to her regarding appointments or meetings.

Jack Gallagher was also born and raised in District 2 on Greenwich and Steiner. He attended St. Vincent de Paul, Stuart Hall Elementary School, and Stuart Hall High School. Jack handles matters related to legislation and my committee assignments on Rules Committee and Budget and Finance Committee. Jack is also available to assist on constituent matters - particularly issues related to planning and parks.

Wyatt_Donnelly-Landolt.jpgWyatt Donnelly-Landolt is a transplant from Upstate New York, who joined the team after a short time in New York City working in the Mayor’s Office of Management and Budget. He moved to the Bay Area in 2013 for graduate school and started his career with the City Administrator’s Office working on budget and policy. Wyatt leads our efforts in policy and project management. He is eager to hear your thoughts on improving the District, so please reach out to him with ideas.


LEGISLATION AND POLICY UPDATES

REQUEST FOR REPORT ON HOMELESS SERVICES SPENDING

I recently requested that our Budget and Legislative Analyst (BLA) prepare a report on grant funding provided by the Department of Homelessness and Supportive Housing to non-profit organizations. I have asked the BLA to review reporting requirements to get a better understanding of how the City spends funding on homeless services. San Francisco needs to provide services to address the homeless crisis facing the City, but the City must also ensure we are measuring our results and holding service providers accountable. In the coming weeks, the BLA will release their report, and I look forward to discussing the results with you.  

TRAFFIC AND TRANSIT

MUNI Safety Hearing: I called for a hearing to discuss security policies and procedures on public transportation and requested reports from the Municipal Transportation Agency and Police Department. I look forward to providing more information once the hearing is scheduled.

SFMTA Broadway Safety Improvement Project Proposal: The Broadway Safety Improvement Project is a proposal by the San Francisco Municipal Transportation Agency (SFMTA) to address existing safety issues, particularly collision-related injuries to people who drive and walk on Broadway from Polk Street to Steiner Street. I have heard many concerns about the proposal from conversations with our neighbors, community association leaders, and schools. My main concern focuses on the outreach process surrounding this project. It is imperative to me that our neighbors’ and residents’ concerns and opinions are taken into full account before a project like this breaks ground. I met with SFMTA Director, Ed Reiskin on June 14th to ensure this is a practice of the SFMTA. On June 15th, our neighbors and residents attended the SFMTA’s public hearing to express their concerns with the project. Based on comments from our community members, the SFMTA is working now to make amendments to the project. If you were unable to attend in person, you can send your comments and concerns directly to me or Ellie. We will also revisit with our neighbors and heads of schools on Broadway to ensure everyone is up to date on what is being proposed.

Scooters: As you know, shared e-scooters appeared on our streets overnight, and I have heard from many constituents the problems these have caused on our public right of ways. The Board of Supervisors voted on April 24th to establish an enforcement code prohibiting shared e-scooters without an SFMTA permit. On June 4th, the SFMTA, in partnership with the City, ordered all e-scooter companies to remove their scooters from city streets or face impoundment with a fine to the operator of $100 per scooter, per day, in addition to other penalties. In May, the SFMTA released a permit application for a 12-month pilot program to collect data and evaluate and assess whether further increases in scooters would serve the public interest. Twelve companies submitted applications by the June 7th deadline established by the MTA. Up to five qualified companies can be issued permits to operate a total of 2,500 shared, motorized scooters in the City. The SFMTA is currently reviewing permit applications. Until permits are approved, please contact 311 if you witness any e-scooters in the public right of way throughout the City.

BikeShare: The SFMTA proposed three Ford GoBike stations at Bay and Fillmore, Clay and Steiner, and Laguna and Washington in District 2. My office received many responses from residents and community organizations who expressed concern over the proposed locations and lack of community outreach performed by the SFMTA and Ford GoBike operator Motivate. The SFMTA worked closely with my office and recognized community concerns about the project’s installation. As of now, the SFMTA and Motivate have halted plans to install any stations in District 2 and will not do so in the future without consulting my office and the community.

PARKING GARAGES

Mayor Farrell, Police Chief William Scott, SFMTA Director Ed Reiskin, Supervisor Aaron Peskin, and I announced upgrades to many of the City’s parking garages. These upgrades include the installation of new and brighter lights and security cameras. The enhancements also include the addition of new signage on Park Smart!, which is a program led by the SFPD to remind individuals to remove valuables from their cars after they park. These upgrades will be installed throughout the City, including the Pierce St. garage and the Lombard St. garage once renovations are complete.

GUN VIOLENCE PREVENTION

In May, I cosponsored a resolution with Supervisor Ahsha Safaí to support California State Senate Bill 221, which prohibits the sale of firearms and ammunition at the state-owned Cow Palace. I also led a resolution supporting California State Assembly Bill 2888, the Gun Violence Restraining Order. This order would limit access to deadly weapons by individuals who exhibit signs of becoming a danger to themselves or others. The bill would also amend existing law to enable employers, co-workers, and employees of a high school or college to request that a court to issue a gun violence restraining order, which prohibits a person from having guns in his/her custody or control. Both resolutions unanimously passed the full Board.

GIANTS' 60TH ANNIVERSARY

SF_Giants_60th.jpgOn Opening Day, I was so proud to introduce a resolution recognizing the San Francisco Giants’ 60th season in our beautiful city. Since their 1958 move to San Francisco, the Giants have seen 12 playoff appearances, six pennant wins, and three World Series wins! Off the field, the Giants have also received numerous awards for their work in the community. Thank you for 59 amazing seasons, Giants! We look forward to more inspiring San Francisco baseball.

Honoring the March For Our Lives Student Organizers: In March, I was honored to march down Market Street with student organizers of San Francisco’s “March for Our Lives” rally. I presented the organizers with a special commendation from the Board of Supervisors to honor their bravery and activism in bringing our high school students together. Jason Chen, Lola Cleaveland, Sarah Mitchell, Jaden Jarmel-Schneider, and Cleo Blackketter lead through their energy, dedication, and perseverance in the fight for common-sense gun reform. Our future is already better because of their commitment and resolve.

Small Business Week: For this year’s Small Business Week, I had the privilege of honoring Eleanor Carpenter and Leslie Drapkin, the co-owners of Jest Jewels. Jest Jewels has been selling fun and affordable fashion, jewelry, and accessories in District 2 for over 32 years. Congratulations to Jest Jewels and to all of our community’s small businesses!

Jest_Jewels.jpgGolden Gate Bridge March: On June 2nd, I joined my longtime colleagues, friends, and partners at Moms Demand Action for Gun Sense in America at the Golden Gate Bridge March. I was proud to welcome marchers dressed in orange to use the power of voice and protest to create a future free from gun violence.

D2 Neighborhood Public Safety Forums: I held three neighborhood public safety forums in District 2 with Commander David Lazar, Northern Station Captain Joe Engler, Central Station Captain Paul Yep, and District Attorney Gascón. Thank you to The Norwegian Seamen’s Church, Sherman Elementary School, CPMC Pacific Heights, and all of our neighborhood partners for hosting us.

The intent of each forum was to provide a platform for people to ask questions and express their concerns on public safety issues. We also discussed two important city programs: the SFPD-led Park Smart! campaign, which helps to educate people about preventing car break-ins; and the District Attorney’s Security Camera Registry, an important tool to combat property crime.

Safety_Forum.jpgFrom these forums, Commander Lazar and our partners throughout the SFPD and the District Attorney’s Office suggested some additional programs and tools to help improve neighborhood safety and combat further threats. SFSafe, a community non-profit partnering with the SFPD, can help assist you and your neighbors with security recommendations such as security cameras. You can contact the organization directly to have a SFSafe Security Specialist visit your home to review and provide recommendations on making it more safe and secure. This is a completely free service through the organization.

We also suggest subscribing to the SFPD Captains’ newsletters and social media accounts. And always remember to report your concerns to the authorities. If you ever feel threatened or unsafe, please continue to call 9-1-1 in case of an emergency or the SFPD non-emergency number, 415-553-0123. Please dictate as much detail as you can for a report. You can also connect with 311 and provide photos so the Healthy Streets Operations Center can address the concern with the appropriate City department. Also - call my office or e-mail us directly! It is always helpful to be kept informed on individual issues that face our communities, and I am here to help work with our partners and address your concerns.

Neighborhood Association Meetings & Town Halls: I have enjoyed many opportunities the last few months to connect with our incredible neighborhood associations, community groups and watch groups. Special thanks to the Pacific Heights Residents Association, Russian Hill Neighbors, Cow Hollow Association, Presidio Heights Association of Neighbors, Golden Gate Valley Neighborhood Association, Marina Community Association, Marina/Cow Hollow Neighbors & Merchants for inviting me to regular membership meetings or connecting with my office directly to set up time to discuss the many issues facing San Francisco and our district. I also held our first District 2 Neighborhood Association Leaders’ meeting since I took office. I believe that any challenges our communities face can be solved through collaboration and am especially grateful for the input of our neighbors. I appreciate the opportunity to share my priorities as Supervisor.

Poetica_Art_and_Antiques.jpgAsian Pacific American Month Honoree: It was my honor to commend Traci Teraoka for this year’s Asian Pacific American Heritage Month. Traci is a third-generation Japanese American and the owner of Poetica Art and Antiques in the Presidio Heights neighborhood. Her leadership, dedication, and advocacy as the President of the Sacramento Street Merchants Association has benefited our neighborhood greatly. Thank you, Traci, for everything you do for our community!

Celebrating Our Teachers & Place of Learning: On June 3rd, I had the pleasure to honor retiring Sherman Elementary Teacher Ms. Marsha Lew for her 37 years of service. There is no greater privilege than to dedicate one’s life to public service. It is a vocation where career and passion come together. Marsha is not only a beloved teacher but also an awakener who has cultivated hundreds of San Francisco students and future leaders. I was proud to present her with a Certificate of Honor from Mayor Farrell to commemorate her years of service.

Golden_Gate_Valley_Library.jpgOn June 8th, we celebrated the Golden Gate Valley Branch Library’s 100th Anniversary! This library is a piece of our city’s beautiful history and a symbol of our collective values: cultural education, strong community building, pathways to accessibility, public service, and igniting one’s imagination. Former First Lady, Lady Bird Johnson once said, “Perhaps no place in any community is so totally democratic as the town library. The only entrance requirement is interest.” It is a beautiful thing to celebrate decades of individuals joining together to promote a center of learning, community engagement, quiet reflection and cultural preservation. Libraries are special sites that help people connect to their communities and the world around them. I look forward to seeing how our Golden Gate Valley Branch Library prospers in the many years to come.

District 2 Movie Nights: We had an amazing season of District 2 Movie Nights thanks to our partners: the Presidio YMCA, the Presidio Trust, Friends of Lafayette Park, and the Palace of Fine Arts. Our movie nights are free events with healthy snacks for our neighborhood families to come together with fellow movie-lovers to enjoy a night in one of our beloved community spaces around the District. I helped to start the tradition as an aide to then-Supervisor Farrell, and I’m so happy to be able to continue it as Supervisor. District 2 Movie Nights will be back in September, and we look forward to sending you updates.

Street_Cleaning.jpgPublic Works Street-Cleaning Tour: On Friday, June 20th, I joined Department of Public Works Director Mohammed Nuru and his staff for an early morning tour of the City’s street-cleaning services. Director Nuru and his team took me along to clean streets and clear tent encampments throughout the City. I am proud that, through this year’s budget process, we increased funding levels for street cleaning throughout San Francisco, and I look forward to continuing to work with Director Nuru to keep our neighborhoods safe and clean.

SFPD Ride-Along: On the evening of June 20th, I went on a ride-along with Captain Joe Engler and Officer Matt Lobre of the SFPD Northern Station. We drove around the District, touching base with many residents and making sure to pay special attention to Moscone Park and the Marina Safeway. Public safety is one of my top priorities, and I’m pleased that the Board of Supervisors agreed to increase police staffing levels in this year’s budget.

CELEBRATING SMALL BUSINESSES

Union Street Festival: A big thank you to the Union Street Association for organizing the 42nd Annual Union Street Music Festival. I had a grand time meeting with all the merchants and constituents who come out to enjoy this great community event year after year.

Verve Wine Opening: I was delighted to welcome and congratulate Master Sommelier Dustin Wilson, Eric Railsback, and Derrick Maze of Verve Wine for their West Coast debut. Verve Wine is an excellent addition to the Fillmore merchant community with its thoughtfully curated wine selection. Thank you for inviting me to your grand opening celebration.

Valentino Market Spring Fling: Thank you to the Valentino Market Spring Fling for presenting me with a key to our neighborhood! I had a great time meeting our neighbors and hearing everyone’s ideas for addressing our city’s challenges.

Diamond Pain Relief & Wellness Center’s 23rd Anniversary Party: I am grateful to Irene Diamond for the invitation to Diamond Pain Relief & Wellness Center’s 23rd Anniversary Party! Irene’s business is one of our district’s gems; we are so lucky to host some of San Francisco’s best merchant corridors such as Lombard Street. One of the joys of my job is collaborating with merchants like Irene to meet the needs of our community and bring our neighborhood together. Thank you, Irene!

Amy Lang’s Anniversary at Pacific Heights Health Studio: The Pacific Heights Health Club celebrated its 14th anniversary under Amy Lang’s leadership. Amy has provided a comfortable space for all the residents to discover fitness and make healthy lifestyle choices all the while having a ton of fun. Thank you, Amy, for your dedication to the community and congratulations to Pacific Heights Health Club!

Free_Summer_Lunch.jpgSan Francisco Free Summer Meals Program: This summer the San Francisco Free Summer Lunch Program will celebrate its 21st year of serving free, healthy lunches and snacks to San Francisco children and youth during the months that school is not in session. From June 7th to August 17th, over 100 sites throughout San Francisco will serve free lunches and snacks to anyone age 18 and under every weekday. No proof of need, registration, or identification is required in order to receive a lunch or snack. The only requirement is to arrive at a participating site during the site’s serving time. A complete list of sites, addresses, and serving times can be found here!

AlertSF: We want to make sure all of our community members are kept safe and up to date in case of an emergency. AlertSF is a text-based notification system for San Francisco's residents and visitors. You can learn more about AlertSF, by visiting here.

SF311 App Update: The option of “Blocked Driveways/ Illegal Parking” was recently added to the SF311 app! If you wish to report illegal parking or blocked driveway issues by phone instead, call SFMTA’s Parking Enforcement Division at 415-553-1200.

Support at Home: Support at Home is a new pilot program run by the Institute on Aging. This program provides financial assistance to enable adults who make up to 100% of the area median income ($80,700 for a one-person household) to afford home care and stay in the community.  If you’re interested in the program, you can make a referral for yourself or someone else by calling 415-750-4111 or by clicking here.

Free Disaster Preparedness Outreach and Training: Community Youth Center San Francisco (CYC SF) received funding from the San Francisco Department of Building Inspection to organize free disaster preparedness outreach and training for residents of San Francisco. The five-part series in the Seismic Safety Outreach Program is free for anyone who wants to be certified. Click here for more information.

Warriors_Library_Card.jpgNew Warriors Library Card: The Golden State Warriors basketball team is showing its commitment to summer reading with new library cards designed for San Francisco Public Library and Oakland Public Library. Designed by the Golden State Warriors, the San Francisco library card is brightly colored in the team’s traditional blue and gold design. You can pick up a free collector’s edition card at any branch library while supplies last.

Summer Stride: This summer, the library offers more than 900 fun, informative, and timely programs supporting science, technology, education, math, and reading for all ages at every branch, every week of the summer through August 19th. Strong and unique partnerships elevate this year’s Summer Stride programming.

Public Safety Fair at Sherman Elementary School – July 28th
Join Supervisor Stefani as well as the San Francisco Shared Schoolyard Project for their public safety fair at Sherman Elementary School. Be there from 11 am to 1 pm for public safety tips as well as games and activities fun for the whole family. The Biofreeze San Francisco Marathon – July 29th
Ready for a marathon? Register for the SF marathon on July 29th! Participants can also register for a half marathon (either the first or second half), the 5k, or the ultramarathon. American Craft Show – August 3rd - 5th
The largest juried craft show west of the Rockies, the American Craft Show features hundreds of top artists and designers selling and showcasing wares, everything from jewelry and clothing to home décor and furniture. The show is held at the Fort Mason Center for Arts and Culture (Festival Pavilion) at 2 Marina Blvd in the Presidio. Visit from 10 am - 6 pm on the 3rd and 4th, and 11 am - 5 pm on the 5th. Nihonmachi Street Fair – August 4th - 5th
Celebrate the Asian and Pacific Islander communities in the Bay Area with the Nihonmachi Street Fair August 4th and 5th. The fair will focus on the various nonprofit organizations that provide necessary resources to these groups. Attendees can experience live performances and exhibits, as well as purchase foods and buy goods from artisans. There are also events specifically targeted to children. The event will be held in Japantown at Post and Fillmore, 11 am - 6 pm both the 4th and the 5th. See https://nihonmachistreetfair.org/ for more information.

Legion of Honor – August 7th
Every first Tuesday of the month the Legion of Honor offers free tickets for all ages. The Legion of Honor is home to many famous European paintings, including Claude Monet’s “Water Lilies” and Peter Paul Rubens’ “The Tribute Money.” See the Legion of Honor website for more information: http://legionofhonor.famsf.org/visit/promotions.

Golden Gate Bridge Swim – August 18th
Watch swimmers dive in starting at Fort Point Beach and cross the bay in the Golden Gate Bridge Swim. This 3k race starts at the ocean side of the south tower of Golden Gate and finishes at Finger Point Rock. Note that this swim is not for novices and is for experienced open-water swimmers only. Ft. Point Living History Day – August 18th, 10:00 am to 5:00 pm
Experience the momentous era of the American Civil War first hand from live reenactors at Fort Point on August 18th. Such activities during the day include a 10 am flag raising ceremony, infantry drills every hour on the hour, demonstrations throughout the day of medicine, musicians, and civilians, and more. Polynesian Festival – August 18th
Join the Aloha Polynesian Festival on Marina Green from 11 am to 5 pm for great entertainment and fun activities free for all ages. Relax and learn about the Polynesian (Hawaii, Samoa, Tonga, Tahiti, Cook Islands, New Zealand), Melanesian (Fiji), and Micronesian (Guam) islands in the Pacific Ocean through cultural dances, songs, crafts, merchandise vendors, and more. EatDrink SF Festival – August 24th - 26th
Don’t miss out on one of the best food and drink festivals in SF at Fort Mason Center on August 24th to the 26th. Eat Drink Sf is SF’s premier annual food, wine and spirits festival that features 160 chefs, local restaurants, bars, distilleries, brewers, and wineries. Bridge to Bridge Run – August 26th
The Bridge to Bridge run allows participants to see the city’s beauty and cites at every turn. The 5k and the 12k begin at the Bay Bridge, passes through Fisherman’s Warf and Ghirardelli Square before ending at the Marina Green. The 12k will continue through Crissy Field and then loop back to the Marina Green, where there will be an after party with drinks, music, food, and more. Shakespeare in the Park – September 1st, 2nd, 3rd, 8th, and 9th, 2:00 PM
Come watch the 2018 Free Shakespeare in the Park production of A Midsummer Night’s Dream. The play follows the adventures of four lovers and a group of six amateur actors who are manipulated by fairies that inhabit the forest. Productions will take place at 2:00 pm on September 1st through 3rd, and September 8th and 9th. SF Giants Sweep – September 8th
Join your neighbors as we get swept up with city pride and do our part to keep our city clean.
